About The Position

The VA Cannabis Control Authority is seeking a Budget Analyst to assist in preparing annual and biennial budgets, developing revenue and expenditure forecasts, monitoring budgets, and ensuring compliance with state and agency policies. This role involves analyzing variances, preparing performance reports, collaborating with program managers, and identifying opportunities for process improvement. The analyst will also support the implementation of financial management systems and contribute to policy updates.

Requirements

  • Advanced Excel skills and experience with financial management tools.
  • Must possess a solid working knowledge of financial systems, with the ability to utilize system tools and data to support organizational planning, budgeting, and operational effectiveness.

Responsibilities

  • Assist in preparing annual and biennial budgets in alignment with agency goals and state requirements.
  • Develop revenue and expenditure forecasts based on historical data and projected trends.
  • Coordinate with divisions to collect and validate budget requests.
  • Enter and maintain budget data in Cardinal Financials.
  • Track expenditures and revenues against approved budgets using Cardinal Financials.
  • Analyze variances and identify potential risks or cost-saving opportunities.
  • Prepare monthly and quarterly budget performance reports for leadership and department managers.
  • Ensure compliance with the Commonwealth of Virginia and agency policies.
  • Generate reports from Cardinal Financials for legislative and audit purposes.
  • Maintain accurate and timely financial records for audits and reviews.
  • Work closely with program managers to provide budget guidance and support.
  • Communicate budgetary constraints and recommendations clearly to internal stakeholders.
  • Serve as a resource for financial planning and decision-making.
  • Identify opportunities to improve budget processes and reporting efficiency.
  • Support implementation of financial management systems and tools.
  • Contribute to policy updates and procedural enhancements.
