About The Position

Global Fishing Watch (GFW) is seeking a consultant to support Brazilian authorities in bridging the gap between regulatory frameworks and actionable geospatial data. This consultancy involves analyzing Brazilian fishing legislation to identify and create precise geographic polygons for fishing zones, regulated areas, and no-take zones. The goal is to ensure these spatial definitions are accurate, official, and compatible with GFW's map and other government platforms. The work will be conducted in phases, focusing on legal review, polygon creation using GIS, and validation with the Ministry of Fishing and Aquaculture (MPA) and GFW.

Requirements

Extensive knowledge of Brazilian fisheries legislation and its regulatory frameworks.
Demonstrated expertise in Geographic Information Systems (GIS), spatial data analysis, and polygon creation.
Fluency in Brazilian Portuguese (essential for legal analysis and MPA coordination).
Experience working collaboratively with or consulting for Brazilian government agencies, specifically the Ministry of Fishing and Aquaculture (MPA) (Preferable, but not necessary).
Proficiency in English (desired for GFW reporting and technical documentation).

Responsibilities

Analyze a predefined list of current Brazilian fishing legislation to identify spatially defined fishing areas, regulated zones, and no-take (exclusion) zones for different fishing activities and licenses.
Create precise geographic polygons for these identified areas using Geographic Information Systems (GIS).
Verify and validate the created polygons with the technical team of the Brazilian Ministry of Fishing and Aquaculture (MPA) and Global Fishing Watch (GFW).
Review Brazilian fishing legislation, including federal and state laws, decrees, normative instructions, and inter-ministerial ordinances.
Identify all defined fishing zones, restricted areas, seasonal closures with fixed spatial boundaries, and no-take zones.
Identify and extract geographic coordinates, spatial limits, and legal parameters from the relevant legislation.
Develop accurate geographic polygons for each identified fishing and exclusion zone.
Compile a robust geospatial database (excel file) linking each polygon to its corresponding legal framework.
Present the dataset with the drafted polygons to the technical teams at MPA and GFW for collaborative review and validation.
Refine the geospatial dataset based on feedback from the government and GFW.
Format and deliver the finalized geospatial dataset to be fully compatible with the GFW map and other relevant Brazilian government digital spatial platforms.
