About The Position

The County of Monterey is seeking an accountable, results-oriented individual with excellent communication and team-building skills to join the Clerk of the Board of Supervisors team. This position handles a variety of documents, which may be highly sensitive and confidential. The role involves accepting and processing applications and fees for appeals, agriculture preserves, dance permits, and bingo licenses. It also supports all phases of the Assessment Appeals process and composes routine correspondence related to Assessment Appeals. Additionally, the Board of Supervisors Clerk is responsible for answering public and governmental agency requests for information regarding Board actions, procedures, and methods, and clarifying actions taken by the Board of Supervisors to departments and the public. This classification is part of a flexible series, allowing incumbents appointed at the lower level to be promoted to the higher level, subject to meeting employment standards and receiving a recommendation for promotion. An eligible list from this recruitment may be used for current and future vacancies on a regular full-time, part-time, or temporary basis.

Requirements

  • Thorough Knowledge of: Correct grammar, rules of punctuation and spelling.

  • Working Knowledge of: Personal computer use and software programs, i.e. Windows, Excel, Outlook, etc.

  • Skill and Ability to: Select, read, understand, apply and explain regulations, rules, procedures, office routine and work practices to a variety of clerical support and minor administrative work functions.
  • Skill and Ability to: Set-up and maintain, review work for accuracy and procedural conformance, alpha-numeric systems, and databases.
  • Skill and Ability to: Independently initiate, prioritize and perform or solve work problems related to deviations in work assigned to meet fixed or fluctuating deadlines and achieve work objectives, work under pressure and time constraints, and perform and review with speed and accuracy, complex clerical work involving a degree of independent judgment.

  • Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying.
  • An example of a way these requirements might be acquired is: OPTION I Education: Three years of progressively responsible clerical experience, including some lead worker responsibility, performing some secretarial tasks and relief of some administrative detail.
  • OR OPTION II Experience: Approximately one year of experience performing duties comparable to the class of Secretary in Monterey County.
  • Possess and maintain a valid California Class C driver's license or ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.

Responsibilities

  • Answers requests for information from the public, press and governmental agencies regarding Board actions, procedures and methods; clarifies action taken by Board of Supervisors to departments, press and the public.
  • Reviews and processes consent agenda Board orders by coordinating with departments on omission of supportive documents, verifying information, typing up motions and distributing Board orders to affected departments.
  • Receives, develops, sets up, organizes, files, and maintains a variety of Board documents, administrative, reference, follow-up, highly sensitive and confidential files, records, information, logs contracts, and database and other filing systems in accordance with prescribed procedures [alphabetical, numerical and/or categorical order] and regulations.
  • May maintain specialized databases on computer.
  • Accepts and processes applications and fees for any appeals, agriculture preserves, dance permits, and bingo licenses.
  • Prepares weekly Board of Supervisors packets and distributes; types minutes and agenda, reproduces, mails and distributes.
  • Researches Government Code to determine legal publication requirements; reviews and/or prepares legal notices for publication; processes requisitions and claims for publication costs.
  • Types, updates and distributes master directory of County boards, commissions, special districts and committees; notifies Board of Supervisors’ members of vacancies in their districts.
