About The Position

This is a full-time, in-office position only. This position is responsible for the oversight and management of the Contracts Administration Unit in the Division of Disease Control and Health Protection. This position functions to manage and act as Division liaison for contracts which implement surveillance, prevention, intervention, and other scientific evaluations that are part of the Department Strategic Plan to reduce disease and protect the citizens of Florida. This position spends most of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.

Requirements

  • Knowledge of the methods of data collection and analysis.

  • Knowledge of Florida Statute 215.422 (Prompt Payment Law governing how quickly the state must pay vendors.

Responsibilities

  • Supervises direct reports including motivating, training, providing guidance, and direction. Develop expectations and meet with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensure all staff complete required training and are offered additional training.
  • Coordinate and ensure collaboration between the contract unit and its associated contract managers, programs for whom the contract will be delivering goods or services, appropriate fiscal/budget staff, and external department process partners to manage the contracts through their full life cycle from development, through execution and timely performance and the end of the contract.
  • Manage workload by assigning contracts to staff based on complexity and related criteria to ensure balance, completeness, accuracy, and timeliness of contract manager work products in the execution of their duties.
  • Contract technical guidance as the Contract Management SME for staff regarding department and division processes in alignment with department policy, rules, and associated statutes.
  • Assure adherence to Florida Statute 287 and Florida Administrative Code including procurement support through collaboration with program and procurement offices as needed and for the development of potential Request for Proposals (RFPs) or Invitation to Negotiate (ITNs). Assure the deliverables, both goods or services, are verified against the contract terms before payments are authorized. Oversight of onsite and desktop monitoring to ensure vendors meet programmatic requirements.
  • Fiscal Accountability through financial reconciliations to ensure all expenditures align with FLAIR, final approval of invoices to ensure they are compliant with Department of Financial Services reference guide for state expenditures, and monitoring of encumbrances / expenditures to prevent deficits and support timely payment of contracted vendors.
  • Performs the role of Division Contract Liaison with the Department Office of Contracts. These contracts collect and analyze data related to the relationships of behavior, health outcomes, intervention strategies, and the relationship between these factors and disease burden in Florida. Produce work such as reports, measures, indicators, and other evaluation tools that provide needed support of grant objectives and those goals and objectives outlined in Florida’s State Health Improvement Plan (SHIP). Utilizes the collected data and contract outcomes to provide recommendations to enhance the intervention and prevention related methodologies to impact and reduce the spread of disease in Florida.
  • Prepare and deliver training to contract management staff to ensure that processes are understood, efficiencies are found and expected contract deliverables that support intervention and prevention are obtained. Develop, implement and evaluate standards for contract management in the division. Provide consultation, technical assistance and training to enhance or improve contract management across DCHP programs at both the state and local level.
