About The Position

The purpose of this classification is to conduct analytical research of billing operations and to maintain records of financial projections for the County's water utility. This role involves conducting research and analysis to assist in the management of billing operations, programs, and services, compiling and monitoring various administrative and statistical data, billing, and financial activities of the department. The analyst will research utility billing, financial, and other information, analyze data to identify trends, review and analyze the effectiveness and efficiency of existing systems, and assist the department with programs and procedures related to billing policies, making recommendations and preparing related reports. Additionally, the role includes monitoring accounts receivable payments, ensuring correct and timely allocation, and reconciling with customer accounts to facilitate cash flow management. The Billing Analyst will also assist department managers with strategic and long-range planning for billing operations, participate in planning efforts, and ensure compliance with established billing and financial policies and procedures. Recommendations for changes in policies and procedures to improve operations, provide more responsive service, and optimize resource use will be developed. Technical assistance and information will be provided to management for decision-making, and procedure manuals will be maintained and updated as needed. The position also involves assisting in managing technology and computer systems, reviewing and analyzing system effectiveness and efficiency, developing improvement strategies, and assisting in the planning, design, development, and testing of new applications and enhancements.

Requirements

  • Bachelor's Degree in Business Administration, Accounting, Finance, or related field
  • Two years of experience in billing, accounts receivable, or closely related field
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
