About The Position

The Bilingual HR/Payroll Manager is a hands-on, people-first leader responsible for the day-to-day HR and payroll operations across DCL Logistics' Ontario and Perris, CA facilities, supporting a combined workforce of 250 to 350 full-time and temporary associates. This role is critical to ensuring payroll accuracy, California regulatory compliance, and consistent HR process adherence across both sites. HR functions are California-specific, while payroll responsibilities span multiple states including California, Kentucky, and Pennsylvania. Operating under the direction of the Director of Human Resources, this individual serves as the primary HR resource for site employees and supervisors, while building a culture of accountability, compliance, and continuous improvement. Bilingual fluency in English and Spanish is required.

Requirements

  • Bilingual fluency in English and Spanish, written and verbal, is required
  • Knowledge of HRIS systems and payroll databases; Paycom or similar platform strongly preferred
  • Excellent active listening, negotiation, and presentation skills
  • Competence to build and effectively manage interpersonal relationships at all levels of the organization
  • Ability to hold firm on compliance and policy while remaining approachable and solutions-oriented
  • Required proficiency with LinkedIn Recruiter for sourcing and managing candidate pipelines
  • Proficient with Microsoft Office Suite
  • Minimum of 3 to 5 years of proven working experience as an HR and/or Payroll Manager
  • At least 2 years of California-based HR experience required
  • Multi-state payroll experience required; California, Kentucky, and Pennsylvania preferred
  • Demonstrated knowledge of California employment law, wage and hour regulations, and Cal/OSHA requirements
  • Experience processing payroll in a mid-size, hourly or mixed workforce of 250 or more employees
  • Experience with benefits administration including health insurance, 401(k), and COBRA
  • Minimum of 3 to 5 years of experience with HRIS/payroll systems such as Paycom or similar

Responsibilities

  • Serve as the primary HR point of contact for employees and supervisors at the Ontario and Perris sites
  • Build and maintain trusting relationships with frontline employees, with a commitment to being approachable and responsive
  • Guide managers through employee relations matters, performance management, and corrective action processes
  • Lead onboarding experiences that reflect DCL's people-first culture
  • Execute site-level recruitment activity under the direction of the Director of HR, including sourcing, screening, and coordinating candidate pipelines via LinkedIn Recruiter
  • Administer employee benefits programs including health insurance, 401(k), wellness initiatives, and COBRA compliance
  • Maintain and audit I-9 records, ensuring accuracy and regulatory readiness at all times
  • Coordinate employee engagement programs including company events, quarterly luncheons, and recognition initiatives
  • Bring a continuous improvement mindset to HR processes -- always looking for more efficient, people-centered ways to operate
  • Uphold, model, and enforce DCL's Code of Conduct at all times
  • Process accurate and timely multi-state payroll for associates across California, Kentucky, and Pennsylvania
  • Ensure payroll practices comply with each state's wage and hour laws, including California meal and rest break requirements, overtime rules, and final pay obligations
  • Maintain working knowledge of KY and PA payroll tax requirements, deductions, and state-specific compliance obligations
  • Maintain employee payroll records with a high standard of accuracy and confidentiality
  • Serve as the first point of escalation for payroll questions and discrepancies
  • Manage 401(k) plan administration and maintain COBRA compliance records
  • Maintain current knowledge of California employment law, including AB 5, CFRA, CPRA, and applicable local ordinances
  • Ensure all site-level HR practices and documentation meet California regulatory standards
  • Identify and escalate compliance risks to the Director of HR, with recommended solutions already in hand
  • Maintain required postings, records, and audit-ready documentation at both sites
  • Serve as one of DCL's Safety Officers to maintain a safe work environment across Ontario and Perris locations
  • Support OSHA compliance programs including recordkeeping (OSHA 300/301/300A logs), incident reporting, and corrective action follow-through
  • Create and maintain safety guidelines including safety and emergency training to ensure Cal/OSHA compliance
  • Coordinate workers' compensation reporting and return-to-work processes
