About The Position

The BHAP Outreach Worker assists eligible members of targeted immigrant communities in accessing public benefits and healthcare coverage programs in the District of Columbia. The primary purpose of this position is to increase enrollment and retention in public benefit programs by providing outreach, education, application assistance, and recertification support to individuals who may face language, cultural, or other barriers to accessing services. Programs supported include DC Medicaid, DC Alliance, the Immigrant Children Program (ICP), the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and the DC Pharmacy Benefits Program (formerly known as DC ADAP).

Requirements

  • High School Diploma or GED required.
  • Minimum of two (2) years of experience assisting individuals with health insurance enrollment, public benefits, or entitlement programs.
  • Proficiency in Microsoft Office applications and electronic case management systems.
  • Must have the ability to communicate effectively in English and Spanish as used by the target community.

Nice To Haves

  • Associate or bachelor’s degree in social work, Human Services, Public Health, or a related field preferred.
  • Experience working in a community health center, nonprofit organization, or social service agency preferred.
  • Knowledge of Medicaid, DC Alliance, SNAP, TANF, and other public assistance programs.
  • Understanding of eligibility requirements, enrollment processes, and recertification procedures for public benefit programs.
  • Strong customer service and interpersonal skills with the ability to interact respectfully and effectively with diverse populations.
  • Ability to maintain confidentiality and comply with HIPAA regulations and organizational policies.
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities.
  • Ability to work independently while contributing effectively as part of a multidisciplinary team.

Responsibilities

  • Educate and inform participants about available District of Columbia health insurance programs, including Medicaid, DC Alliance, and the Immigrant Children Program (ICP), DC Pharmacy Benefits Program (formerly known as DC ADAP), as well as public assistance programs such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF).
  • Assist participants with enrollment, recertification, and renewal processes for medical coverage and entitlement programs.
  • Provide participants with a list of required documents needed to process applications and assist them in gathering and organizing the necessary information.
  • Translate, copy, and prepare documentation required for the completion of applications and eligibility determinations.
  • Identify and resolve participant issues, monitor application status, and conduct follow-up activities to ensure applications are processed within the 45-day timeframe established by the Economic Security Administration (ESA) and the Department of Human Services (DHS).
  • Provide participants with appropriate internal and external referrals based on identified needs.
  • Complete accurate case notes and documentation in the eClinicalWorks (eCW) system within 24 hours of each participant interaction.
  • Attend Entitlement and Operations Department staff meetings, training, and other required organizational meetings as scheduled.
  • Maintain participant confidentiality and comply with all applicable privacy and security regulations, including HIPAA requirements.
  • Perform other duties as assigned by the Entitlement Manager and the Regional Director of Operations
