About The Position

Under direction, performs professional, technical and administrative functions related to employee benefits administration and the City's wellness program.

Requirements

  • Prior work experience in one or both aspects of the job- administering benefits and/or wellness.
  • High school diploma or GED and four years of benefits or wellness administration experience depending on area of focus.
  • Knowledge of the policies, procedures and goals of the City of Thornton and the department.
  • Knowledge of federal, state, and local laws related to benefits administration.
  • Knowledge of common terminology used in benefits administration.
  • Knowledge of standard office practices and procedures.
  • Skill in maintaining accurate files and records regarding employee benefits.
  • Skill in accurately entering and maintaining data on various employee benefits.
  • Skill in performing various special projects.
  • Ability to interpret various benefits plans and convey information accurately.
  • Ability to use standard office equipment, computer equipment and software required for the job.
  • Ability to effectively utilize applicable HRIS modules.
  • Ability to prepare, organize and maintain complex filing systems.
  • Ability to compile and analyze information, prepare detailed reports, and develop recommendations.
  • Ability to exercise discretion and use independent judgment and problem solving skills appropriately.
  • Ability to work in a fast-paced environment.
  • Ability to manage multiple and competing priorities and meet deadlines.
  • Ability to listen well and communicate effectively orally and in writing with employees at all levels.

  • While performing the essential duties of this job, the employee is required to sit, stand, walk, talk, hear, see, and make repetitive motions.
  • This position is mostly light work; exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • The employee is required to have close visual acuity.

Responsibilities

  • Communicates with employees regarding various topics including benefits, activities, and current health/wellness topics.
  • Responds to employee questions and concerns by phone or in person; provides appropriate information or assistance in a timely fashion.
  • Must be visible to a variety of employees on different schedules in person.
  • Interfaces with all levels in the organization and outside vendors.
  • Maintains confidential and accurate records on participating employees and provides statistical information as requested.
  • Develops and distributes information to employees for the purpose of relaying information and promoting the City's benefit and wellness programs.
  • Maintains information on the City's intranet site.
  • Coordinates the creation of other communications including flyers, brochures, newsletters, etc.
  • Provides input on the development of program proposals and enhancements.
  • Completes benefits surveys for outside agencies.
  • Coordinates and assists with various employee activities related to human resources, health, and wellness with special events such as open enrollment, wellness fairs, assessments, challenges, training, and other activities.
  • Assists in developing and maintaining budget related items.
  • Reviews and approves payables.
  • Analyzes cost impacts and utilization as necessary.
  • Identifies areas needing enhancement or change.
  • Develops and maintains short- and long-range plans for the program.
  • May be required to work overtime.
  • Performs special projects and other duties as assigned.
  • Provides support in the administration of the employee benefit plans including health, dental, vision, flexible spending accounts, life, disability and retirement.
  • Reviews employee benefits forms including beneficiary notifications, open enrollments, and medical and dental forms.
  • Processes enrollments and changes for employees and enters employee benefit enrollment/election information in HRIS system.
  • Maintains employee benefits, Family Medical Leave Act (FMLA), medical and disability documents in compliance with privacy laws.
  • Monitors and tracks FMLA leave and other leaves of absence.
  • Reconciles, audits and processes invoices for City insurance billing premiums and monitors eligibility.
  • Maintains, monitors and/or recommends changes to benefits tracking systems regarding vendor billing, employee participation.
  • Administers all related information and forms for the Consolidated Omnibus Budget Reconciliation Act (COBRA) notifications to terminating employees.
  • Acts as liaison to vendors to resolve insurance problems and interpret plan documents.
  • Participates in annual benefit plan renewal process, including reviewing proposals submitted by the City's benefit consultant and assisting with analyzing cost impacts.
  • Administers and monitors the City's employee wellness program, including promoting the program and educating employees on healthy lifestyle behaviors.
  • Measures the effectiveness of the program in its entirety, as well as the individual activities offered.
  • Provides statistical information as requested, including employee participation.
  • Designs and conducts formal and/or informal wellness training classes or presentations to all levels of employees.
  • Plans, schedules, and coordinates training programs and contracting for instructors.
  • Works with outside vendors, benefit groups, and benefits consultants to analyze data and provide direction in regard to the program.
  • Assists in the coordination of vendors and presentations.
  • Applies for available wellness grants to help minimize costs related to the various programs.
