About The Position

The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Benefits and Eligibility Manager for the Family Assistance Administration (FAA), Phoenix Customer Care Center. This position manages professional employees, and/or supervisors or supervises large, complex support, production, and operations team(s) within a call center environment. Adapts departmental plans and priorities to address resources and operational challenges. Serves as a manager, which includes planning, directing subordinate supervisors, assigned staff, and interpreting policy.

Requirements

  • Federal, State, and agency statutes, rules, and regulations applicable to area of assignment.
  • Fundamental leadership practices and program services used to conduct quality control reviews.
  • Automated systems, software and mathematical computation.
  • Interviewing and assessment techniques.
  • Community resources and customer service practices.
  • Program development, administration and service delivery related to the program or programs in the area of responsibility, which may include eligibility, provider and/or social services.
  • Written and verbal communication to explain and interpret Federal and State laws, statutes, rules, regulations, and guidelines applicable to the area of assignment.
  • Resolve program related issues.
  • Provide technical assistance to staff.
  • Access, maintain, review, and interpret database information and compile and present program information.
  • Establish and maintain cooperative working relationships with internal management and staff, and with a variety of external stakeholders.
  • Identify, analyze, and evaluate situations or problems to determine appropriate courses of action.
  • Analyze laws, regulations, and policies to ensure all programs and activities are in compliance.

Nice To Haves

  • Two years of supervisory-level experience performing eligibility work.
  • Two years’ experience performing medical eligibility work.

Responsibilities

  • Supervising subordinate supervisors but may also supervise other assigned staff. Manages the daily work activities of a program or multiple programs, directly or through subordinate supervisors.
  • Establishes performance levels, communicating goals and performance expectations, monitoring and reviewing work to ensure conformance to established policies and procedures and standards for quality and timeliness.
  • Participating in statewide service delivery planning, development, and implementation to ensure program responsiveness to customer needs within available resources.
  • Implementing new program services and provide feedback regarding proposed changes, compile, analyze and report statistical data and advise administration of potential problem areas.
  • Attends meetings and serves on advisory committees to enhance the delivery of eligibility/referral specialist services to the agency’s clients.
  • Provides technical assistance and direction based on research, analysis, and interpretation of program rules and regulations. Conducts and/or coordinates staff training appropriate to program area.
