About The Position

The Human Services Agency is seeking qualified candidates for the Benefits Analyst III (BA III) position. This role involves performing various tasks for public assistance recipients to support their vocational development and job placement. Responsibilities include assessing customer skills and aptitudes, supporting customers through to ongoing employment, performing lead work, training new workers, assisting with supervisory functions in the supervisor's absence, and/or performing eligibility work in units such as Case Management Team (CMT), Foster Care, Intake Processing Center (IPC), Regional offices, or the Service Center. A specialized function within this classification is the Embedded Program Trainer (EPT), who reports to Staff Development & Technology Services. EPTs collaborate with Training Supervisors and Program Policy Analysts to interpret policy, plan training, and disseminate new procedures. They also work with Human Services Supervisors to support staff across all public assistance programs. Key functions for EPTs include developing training materials (PowerPoint, quick guides, e-Learning modules), providing staff with resources for policy and system updates, assisting with induction training, training new staff on operations and technology, and aiding Program Policy Analysts in conducting program training for various public assistance programs.

Requirements

  • Applicant must be a current Human Services Agency employee with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the recruitment closing date.
  • Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
  • Two years of experience performing public assistance eligibility work in a welfare department.
  • Principles and procedures of eligibility determination and grant maintenance.
  • Functions of public social services and agencies.
  • Public assistance laws and regulations.
  • Interviewing techniques.
  • Client problems which require referral for casework services.
  • Modern office procedures, equipment and practices.
  • Principles of training.
  • Principles and practices of the specialty unit to which assigned.

Responsibilities

  • Explain, interpret and clarify public assistance laws and regulations, agency resources, and procedures to all staff.
  • Conduct case reviews under the direction of supervisor.
  • Develop solutions for emergency problems and expedite delivery of needed services for clients; assist staff with problems/issues on complicated cases.
  • Prepare Fraud Referrals, Claim Determination Reports, overpayment/underpayment, Schedules and Referrals to the Special Investigation Unit.
  • Develop and conduct training on caseload management procedures for new employees and in-service training for lower level Benefits Analysts.
  • Prepare information for case records; write reports and correspondence.
  • Work with supervisor in developing and conducting individual on-the-job training for new employees assigned to the unit or employees having difficulty applying policies and procedures.
  • Provide support and guidance to staff in difficult situations, including offering assistance in contact with clients in stressful situations.
  • Conduct refresher trainings one-on-one, with leads and supervisors, or by units using traditional classroom training, unit meetings, or e-Learning modules.
  • Manage and maintain a caseload; determine eligibility and grant determination for more complex cases.
  • Serve as back-up for the supervisor in his/her absence (i.e. sick leave, vacation, meetings, etc).
  • Assist with assignment, direction and case work review of a team of Benefits Analysts to ensure proper operation of the unit.
  • Provide staff with program and/or procedural informational resources as well as customer referral resources, both within the county and/or in the community.
  • Participate in special assignments as needed (i.e. workgroups and committees).
  • Manage and maintain a caseload/workload with the ability to multitask and meet conflicting deadlines in a fast-paced environment.
  • Perform related duties as assigned.
