About The Position

Under the general direction of the Deputy Chief, the Battalion Chief performs a variety of technical, administrative, and supervisory duties on an assigned shift. The Battalion Chief is responsible for planning, organizing, directing, and implementing the activities of all personnel assigned to duty on 24-hour battalions, under all types of emergency and non-emergency situations, management of personnel, clerical, inspection, and communication duties. The Battalion Chief POX can work various shifts and is expected to work a minimum of 56 hours per month. These hours can either be administrative, operational or a combination of both. Requirements

Must have a minimum of two years as a chief officer.
Must be able to articulate at least five years of progressively responsible fire experience.
Such experience would normally be gained after attaining the licenses or certifications listed below and graduating from an accredited technical college with an Associate’s degree in fire science and/or graduation from an accredited university with a Bachelor’s degree in fire management, public administration, or related field.
A thorough and complete knowledge of Federal, State, and Local fire prevention, building, and fire inspection codes; the plan review process; and code enforcement.
Other combinations of training and/or experience that can be demonstrated to result in the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered.
Valid Wisconsin Driver’s License
Emergency Medical Responder (State of Wisconsin Certification or equivalent)
Firefighter II (State of Wisconsin Certification or equivalent)
Fire Inspector I (State of Wisconsin Certification or equivalent)
Fire Instructor I (State of Wisconsin Certification or equivalent)
Fire Officer I (State of Wisconsin Certification or equivalent)
Knowledge of accepted firefighting tactics and rescue protocols.
Knowledge of hazardous materials management strategies.
Knowledge of the National Incident Management System and the incident command system.
Ability to effectively communicate orally and in writing.
Ability to supervise others.

Responsibilities

Supervises all line personnel in all fire stations on shift.
Through company officers, they enforce all department rules and regulations.
Supervises preparation of records and reports.
Investigate personnel matters and recommend corrective or disciplinary actions.
Evaluate personnel performance, including recruit evaluations.
Respond to fire incidents to save and protect life and property under emergency conditions.
Drives command staff vehicles.
Acts as fire ground commander on all routine and emergency operations as directed, assuring that they are performed in a safe and efficient manner.
Assists Fire Prevention Bureau in the determination of origin and cause of fires and preservation of scene evidence.
Plan, direct, coordinate, and oversee the day-to-day operations of the department to establish and maintain a safe and harmonious work environment that ensures a high degree of operational readiness at all times that maximizes the level of service provided to the community.
Ensure that all companies comply with training schedules.
Develops training programs, including post-incident analyses, schedules, and deliveries, and coordinates training to line personnel in conjunction with the training division.
As necessary, initiate the National Incident Management System and/or incident command system and serve as the “Incident Commander” when scheduled or in the absence of the Fire Chief or other higher-ranking officer.
Prepares and submits written reports as directed.
Makes recommendations regarding the department budget.
Assists company officers in pre-fire planning.
Represents the fire department at public functions and meetings as directed.
Attends staff functions.
Collect information and complete necessary reports concerning fire department operations and complete related administrative tasks.
Assist and/or lead the development of policies, procedures, and standards in order to enhance the overall operations and functions of the fire department and assigned program area(s) of responsibilities.
Develop systems and approaches to define and meet community fire service needs.
Assist with long-range planning efforts and develop pre-incident emergency response plans for facilities within the City of Fitchburg that have been determined to be a target hazard or pose a life-safety hazard.
Establish, maintain, and nurture a high degree of cooperation and trust with and between governmental and community leaders, communities, boards, councils, commissions, associations, entities, and allied community service providers.
Manages and coordinates facilities and vehicle programs for the department; works closely with the Deputy Chief, along with outside vendors to coordinate maintenance, repair, replacement, and operating services for the department's facilities, vehicles, and equipment.
Performs other duties assigned.
Approval of timecards and vacation for assigned shift personnel.
Assist in the development of the annual fire department operating budget.
Assist in the development and annual review of the fire department capital improvement plan.
Coordinate post-incident analysis of departmental operations at emergency scenes.
Represent the Fire Chief and departmental interests in a wide variety of inter-departmental and inter-agency initiatives and activities, as assigned.
