About The Position

ASRC Federal Broadleaf is seeking a Basing Contractor Program Analyst Support to support the HQ Air Combat Command F-35 System Management Office (SMO) Division and serve as a USAF F-35A site activation and beddown coordinator. The position reports directly to the Operations Branch Chief, ACC/A5FO, at HQ ACC/A5F and is aligned under the ACC/A5 Requirements Directorate.

HQ ACC and its Strategic Air Basing Office determine expedient and cost-effective beddowns for emerging aircraft capabilities. The role supports this work through a holistic evaluation of potential locations, including site visits, analysis of existing databases, and consultation with planners, civil engineers, and subject matter experts at the MAJCOM, HAF, and Joint/System Program Office levels. Analysis may address facility requirements, Military Construction estimates, training range capabilities, weather, effects on Base Operating Support, political considerations, and cultural and environmental factors.

The position follows the Strategic Basing Process under the oversight of the Office of the Secretary of the Air Force for Installations and Environment, Strategic Basing Operations office (SAF/IEIB), and applicable Air Force and ACC instructions. Core hours are 0800–1700 Monday through Friday, with flexibility to coordinate hours with customer leadership and flex time within the two-week pay cycle. A compressed schedule may be available at work center leadership’s discretion.

Requirements

• Bachelor’s degree from an accredited university.
• Three years of MAJCOM staff experience as military personnel, a civilian, or a contractor.
• Ten years of relevant experience.
• Top Secret clearance with SCI.

Responsibilities

• Follow Strategic Basing Process guidelines under SAF/IEIB oversight and Department of the Air Force Instruction 10-503, Strategic Basing, dated June 23, 2023.
• Adhere to ACC Instruction 38-404, Development and Implementation of Programming Plans and Programming Messages, dated July 10, 2024.
• Provide consultative, decision-quality analysis to senior government officials and internal and external customers on basing plans for new weapons systems or rehosting existing systems.
• Provide analysis in accordance with applicable directives and established guidelines, remaining responsive to government management and customer needs.
• Provide thoroughly researched and staffed recommendations to the government client, formatted in accordance with applicable instructions.
• Complete Site Action Task Force (SATAF), Site Survey, and other trip reports within ten business days after the activity, following ACC staffing and formatting standards.
• Report on assimilation of a new weapon system onto a base, including a Programming Plan (PPlan), milestones, and action items.
• Lead and manage SATAF and Site Survey visits on behalf of the ACC client.
• Assess facility requirements and Military Construction (MILCON) estimates, existing training range capabilities where applicable, and other relevant beddown criteria for existing civil airports and Main Operating Bases.
