About The Position
The Commonwealth of Pennsylvania is seeking an experienced Azure DevOps Engineer & Administrator to support mission-critical government systems and cloud modernization initiatives. This role is responsible for administering Azure DevOps and GitHub Enterprise environments, implementing secure CI/CD automation, managing cloud governance, and supporting enterprise modernization efforts within regulated environments. The ideal candidate will have strong expertise in Azure DevOps administration, GitHub Enterprise, Infrastructure as Code (IaC), CI/CD pipeline engineering, cloud security, and DevOps best practices.
Requirements
- 5+ years of experience with: Azure DevOps administration and development
- Strong expertise in: Azure DevOps Services, Azure cloud administration, GitHub Enterprise administration, Git and branching strategies, CI/CD methodologies
- Hands-on experience with: YAML pipelines, Azure Pipelines, GitHub Actions
- Infrastructure as Code: Terraform, Bicep, ARM Templates
- Experience with: PowerShell scripting, Security and compliance-driven environments, DevOps governance and automation
- Strong troubleshooting, communication, and documentation skills
Nice To Haves
- Microsoft certifications: AZ-400, AZ-104, AZ-305
- GitHub certifications: GitHub Foundations, GitHub Actions, GitHub Administration
- Experience with: Azure Monitor, App Insights, Log Analytics
- Cloud security and compliance
- .NET, Java, or Node.js ecosystems
- Knowledge of AI platforms and automation tools
Responsibilities
- Administer and optimize: Azure DevOps Services, GitHub Enterprise Cloud/Server
- Manage: Azure Boards, Repositories, Pipelines, Artifacts, Test Plans
- Configure: Branch policies, Security groups, Service connections, Agent pools, RBAC access controls
- Implement governance, auditing, and compliance standards
- Support migration efforts between Azure DevOps and GitHub
- Collaborate with cybersecurity teams on: Vulnerability remediation, ATO processes, Continuous monitoring
- Design and maintain: YAML pipelines, Azure Pipelines, GitHub Actions workflows
- Implement: Automated testing, Code scanning, Approval workflows, Artifact management
- Integrate pipelines with: Azure App Services, AKS, Azure Functions, Azure SQL, Key Vault, Azure Storage
- Develop reusable pipeline templates and deployment strategies
