About The Position
The Commonwealth of Pennsylvania is seeking an experienced Azure DevOps Engineer & Administrator to support mission-critical government systems and cloud modernization initiatives. This role is responsible for administering Azure DevOps and GitHub Enterprise environments, implementing secure CI/CD automation, managing cloud governance, and supporting enterprise modernization efforts within regulated environments. The ideal candidate will have strong expertise in Azure DevOps administration, GitHub Enterprise, Infrastructure as Code (IaC), CI/CD pipeline engineering, cloud security, and DevOps best practices.
Requirements
- 5+ years of experience with Azure DevOps administration and development.
- Strong expertise in Azure DevOps Services.
- Strong expertise in Azure cloud administration.
- Strong expertise in GitHub Enterprise administration.
- Strong expertise in Git and branching strategies.
- Strong expertise in CI/CD methodologies.
- Hands-on experience with YAML pipelines.
- Hands-on experience with Azure Pipelines.
- Hands-on experience with GitHub Actions.
- Hands-on experience with Infrastructure as Code: Terraform, Bicep, ARM Templates.
- Experience with PowerShell scripting.
- Experience with security and compliance-driven environments.
- Experience with DevOps governance and automation.
- Strong troubleshooting, communication, and documentation skills.

Responsibilities
- Administer and optimize Azure DevOps Services and GitHub Enterprise Cloud/Server.
- Manage Azure Boards, Repositories, Pipelines, Artifacts, and Test Plans.
- Configure branch policies, security groups, service connections, agent pools, and RBAC access controls.
- Implement governance, auditing, and compliance standards.
- Support migration efforts between Azure DevOps and GitHub.
- Collaborate with cybersecurity teams on vulnerability remediation, ATO processes, and continuous monitoring.
- Design and maintain YAML pipelines, Azure Pipelines, and GitHub Actions workflows.
- Implement automated testing, code scanning, approval workflows, and artifact management.
- Integrate pipelines with Azure App Services, AKS, Azure Functions, Azure SQL, Key Vault, and Azure Storage.
- Develop reusable pipeline templates and deployment strategies.
