About The Position

Under general supervision, designs, develops, maintains and updates Geographic Information System (GIS) applications to include maps and GIS databases associated with those maps. This position also works with legacy databases to develop appropriate work products using GIS tools. This position works with City Leadership, staff from various departments and city organizations to determine requirements.

Requirements

  • Bachelor's Degree in Information Technology, Computer Science, Engineering or Geography
  • Experience with ESRI GIS technology
  • Knowledge of current version of ESRI ArcGIS Desktop and ArcGIS Server Technology including Enterprise editing and maintenance
  • Knowledge of Microsoft Windows operating systems and supporting vendor programs
  • Knowledge of database structures and integration
  • Knowledge of GUI or user interface design
  • Knowledge of software design methods
  • Knowledge of database operation, ability to create SQL statements
  • Knowledge of web technology, protocols and practices
  • Knowledge of statistical analysis and presentation of data
  • Skill in troubleshooting computer software problems
  • Skill in managing application development projects
  • Skill in creating design documents and user guides that accurately reflect business needs
  • Ability to work effectively with users, technical personnel and consultants to achieve stated objectives
  • Ability to read maps and topographical diagrams
  • Programming ability in Javascript or Python
  • Ability to develop and instruct training programs in automated systems, microcomputers, software and usage
  • Ability to conduct research, prepare reports and recommendations
  • Ability to establish and maintain effective working relationships with City staff and community representatives
  • Ability to communicate effectively verbally and in writing
  • Ability to continually learn and demonstrate new skills via hands on training, classroom training and other methods

Responsibilities

  • Researches, analyzes and evaluates requests for new or improved GIS application functionality, with an emphasis on business need and benefit.
  • Derives accurate GIS application needs analysis through stakeholder interviews.
  • Designs, develops, implements and maintains software GIS applications utilizing established standards and practices.
  • Interfaces with users, consultants, technical teams and vendors for maximum guidance in determining the most appropriate approach in providing GIS functionality.
  • Ensures code changes and modifications are managed using a documented change request process.
  • Prepares and maintains documentation that is current and accurately reflects the GIS application architecture, components and software revision levels as appropriate.
  • Develops, implements and monitors appropriate application security procedures to safeguard the infrastructure from physical harm, viruses, unauthorized users and potential data loss.
  • Develops and monitors appropriate performance metrics to identify and correct application deficiencies.
  • Develops documentation, checklists and processes for communicating appropriate support to the city support personnel. Provides training as appropriate.
  • Provides technical assistance, support and training to City staff; solves user problems with approved software application systems.
  • Develops project schedules, prioritizes tasks, and meets project schedule requirements.
  • Provides on call support during non-business hours.
  • Maintains a high level of current knowledge regarding systems, technology, and communication.
  • Performs other related duties as assigned.
