About The Position

The Assistant Vice President, Regulatory Compliance – Lending serves as the primary compliance subject matter expert (SME) for the Credit Union’s lending operations, including consumer, mortgage, and indirect lending. This role ensures that lending activities comply with applicable federal and state laws, regulations, and internal policies. The AVP owns the lending compliance risk assessment process, reviews internal audit reports and findings related to lending compliance, and works with stakeholders to implement corrective actions. This position operates as a highly skilled individual contributor, collaborating across departments to provide regulatory guidance, conduct monitoring and testing, support examinations and audits, and develop training initiatives. The AVP works proactively to identify, mitigate, and monitor compliance risk within lending operations.

Requirements

  • Bachelor’s Degree or at least 2 years equivalent experience for each undergraduate year not completed; undergraduate degree cannot substitute for minimum number of years of experience in business or realted field required
  • Minimum 5 Years Experience in regulatory compliance experience in a financial institution with a focus on lending regulations required
  • Minimum 3 Years Experience designing and executing compliance testing methodologies, including sampling, control testing, and substantive data testing
  • Experience with ECOA/Reg B, TILA/Reg Z, RESPA/Reg X, HMDA/Reg C, FCRA, MLA, SCRA, UDAAP, and Fair Housing Act required
  • Minimum 2 Years Experience holding an Officer+ title required

Nice To Haves

  • ACU/NAFCU Certified Compliance Officer (NCCO/CUCO) preferred
  • Experience conducting compliance risk assessments and managing remediation of audit findings preferred

Responsibilities

  • Serve as the primary compliance advisor for lending operations, interpreting and applying federal and state regulations such as ECOA/Reg B, TILA/Reg Z, RESPA/Reg X, HMDA/Reg C, FCRA, MLA, SCRA, UDAAP, and Fair Housing Act.
  • Provide compliance input during product development, marketing review, process changes, and technology implementations affecting lending operations.
  • Research and communicate regulatory changes and emerging issues to business units, recommending policy and process adjustments as needed.
  • Own the lending compliance risk assessment process, ensuring it is completed on time, documented, and reflects current risks and controls.
  • Review internal audit reports related to lending compliance; analyze findings, determine root causes, and develop corrective action plans.
  • Monitor and track remediation efforts to ensure timely closure of audit and examination findings; maintain documentation to support resolution.
  • Develop compliance monitoring and testing of lending activities, including file reviews, advertising and marketing review, and disclosures testing for accuracy and completeness.
  • Document monitoring results, identify potential compliance gaps, and work with business units to develop and track corrective actions.
  • Maintain current knowledge of regulatory expectations and incorporate them into monitoring plans.
  • Assist in preparing for and responding to regulatory examinations and internal audits, including gathering documentation, preparing responses, and coordinating follow-up actions.
  • Maintain documentation to demonstrate compliance with applicable lending regulations and internal controls.
  • Assist in developing and delivering compliance training programs for lending staff on applicable laws, regulations, and internal policies.
  • Develop clear and concise communications to business units regarding regulatory requirements and changes.
  • Review and recommend updates to lending-related compliance policies and procedures.
  • Ensure policies are aligned with regulatory requirements and industry best practices.
  • Partner with Risk, Legal, Fair Lending, and business unit leaders to ensure compliance considerations are integrated into strategic initiatives and operational changes.
  • Actively participate in cross-functional working groups and project teams as assigned.
  • Stay informed on regulatory developments, industry trends, and enforcement actions to anticipate potential compliance risks.
  • Participate in Credit Union committees and special projects as assigned.
  • Maintain up-to-date knowledge of applicable laws, regulations, and examination trends; recommend policy and procedural changes as needed.
  • Participate in cross-departmental projects and strategic initiatives.
  • Adhere to all Credit Union policies, procedures, and regulatory agency requirements. Participate in all required and recommended training and development including, but not limited to, Bank Secrecy Act training (BSA) and demonstrate attained knowledge. Participate on Credit Union teams, projects and strategic initiatives when the opportunity arises. Perform additional duties and special projects as assigned.
