About The Position

The Attorney 1/2 position serves as a fact finder/decision maker in unemployment insurance appeals. The primary responsibility is to conduct adversarial, evidentiary hearings and issue timely, well-reasoned, and binding decisions on the issues presented in each appeal. Successful performance requires strong organization, sound judgment, attention to detail, and the ability to prioritize competing demands while maintaining the quality and timeliness of decisions. OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals.

Requirements

• Possession of a current Louisiana license to practice law.

Responsibilities

• Manage a daily hearing caseload by reporting to work as scheduled, conducting hearings, meeting deadlines, and completing assigned work.
• Conduct fair and impartial hearings by listening to testimony, reviewing documents and other evidence, and giving each party an equal opportunity to present their case.
• Evaluate the evidence, determine the facts, apply the applicable state and federal laws and regulations, and make an independent decision based on the record.
• Prepare and issue clear written decisions that explain the facts, apply the law, state the reasons for the decision, and direct the required agency action.
• Review, proofread, and approve, each decision for accuracy and ensure it is issued within the required timeframes.
• Implements decisions promptly to ensure due process is protected.
