About The Position

The Office of the Secretary serves as the department's executive management office. The Secretary is the chief officer of the Department of Conservation and Energy (DCE), in charge of its policy, administration, and operations. The Office of the Secretary is comprised of the Office of Management and Finance, Internal Auditor, the Office of Legal Services, Public Information Office, Technology Assessment, and the State Energy Office. The Office of Legal Services provides various legal services for all areas of DCE. They provide legal guidance to department leadership, represent the agency in court, at the Legislature, and at administrative hearings, assist in drafting policies, regulations, and orders, and review contracts and other documents impacting DCE or the state. Additionally, the Office of Legal Services coordinates public records requests for the Department. This Attorney 1, 2, or 3 position within the Office of Legal Services (OLS), located in the Legal Division of the Office of the Secretary (OSEC), independently manages complex and high-impact legal matters for the department. The role provides high-level litigation support, legal analysis, policy development, and advisory services, often involving sensitive or high-profile issues. The incumbent oversees a diverse legal portfolio, advises leadership on compliance with state and federal laws, and helps develop and implement policies that support the agency’s mission, exercising substantial independence and advanced legal judgment.

Requirements

  • Possession of a current Louisiana license to practice law.

Responsibilities

  • Serves as the primary legal point of contact for assigned program areas, providing counsel to leadership, division directors, and staff.
  • Advises on complex legal issues, including statutory interpretation, regulatory compliance, administrative law, enforcement actions, and litigation risk.
  • Interprets and applies federal and state laws, administrative codes, and relevant court decisions affecting agency programs.
  • Drafts, reviews, and approves legal documents such as rules, contracts, MOUs, cooperative agreements, and related instruments.
  • Conducts advanced legal research and prepares legal opinions, briefs, memoranda, and other written analyses on complex or precedent-setting matters.
  • Monitors and evaluates legislative, regulatory, and judicial developments impacting agency operations and mission.
  • Reviews and analyzes proposed legislation and provides recommendations and guidance to leadership.
  • Represents the agency in administrative hearings, mediations, and judicial proceedings.
  • Coordinates legal strategy, case management, and litigation support with the Attorney General’s Office and/or outside counsel.
  • Performs additional related duties to support the agency’s legal, regulatory, and operational objectives as assigned.
