About The Position
The Pennsylvania Public Utility Commission is seeking a highly motivated Pennsylvania attorney with exceptional writing skills for our Office of Special Assistants. This position offers a unique opportunity for professional development in the specialized field of public utility law. The Office of Special Assistants is the writing arm of the Public Utility Commission. The Attorney 2 is expected to handle all aspects of Public Utility Law, including: Rate Proceedings; Water and Wastewater Proceedings; Motor Carrier and Rail/Highway Crossing Proceedings; Telecommunications Proceedings; Consumer Issues; and Special Investigations. The Attorney 2 is expected to draft Commission orders resolving all types of pleadings and procedures, including: Exceptions to Decisions of Administrative Law Judges; Petitions for Interlocutory Review; Certifications of the Record; and Post-Relief Petitions.
Requirements
- Two years of professional legal experience and graduation from an accredited school of law; or An equivalent combination of experience and training.
- Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.
- You must be able to perform essential job functions.

Responsibilities
- Examine the full case record to understand all relevant details
- Identify legal issues and conduct research to evaluate each one
- Assess the arguments made by all parties
- Prepare draft Commission orders that follow legal precedent and established policy
- Review orders written by Rate Case Review Specialists to ensure accuracy
- Provide legal assistance within the Office of Special Assistants and upon direction, to the Commissioners and such others within or outside of the Commission, as may be deemed necessary
