About The Position

The Pennsylvania Liquor Control Board (PLCB) is seeking an experienced and motivated professional to serve as an Attorney 2, Non-Supervisory within the Office of Chief Counsel. This position provides legal support by reviewing cases, preparing legal documents, and advising leadership on matters involving licensing and noise exemption issues. The role requires strong analytical skills and attention to detail to ensure all legal recommendations follow relevant laws and regulations.

Requirements

  • Two years of professional legal experience and graduation from an accredited school of law, or an equivalent combination of experience and training.
  • Must be certified for admission to the Bar of the Supreme Court of Pennsylvania and maintain continuous membership during employment.
  • Must be able to perform essential job functions.
  • Must pass a background investigation.
  • No felony conviction within the last ten years of the prospective date of employment.
  • Other criminal convictions will be reviewed on a case-by-case basis.

Responsibilities

  • Examine subpoena requests, continuance requests, and recommended opinions for legal sufficiency and compliance.
  • Prepare Board Opinions and recommendations for licensing and noise exemption matters supported by statutes and evidence.
  • Compile records, exhibits, letters, and attachments needed for appeals, hearings, and municipal communications.
  • Provide advice to Chief Counsel and other leadership regarding licensing cases, petitions, protests, and regulatory interpretations.
  • Investigate legal issues, develop new arguments when precedent does not exist, and respond to questions regarding the Liquor Code.
  • Represent the Board at noise exemption hearings and review related reports and petitions.
