About The Position

The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 12 universities, a comprehensive health science center, nine state agencies, and the RELLIS Campus. The Texas A&M University System mission is to provide education, conduct research, commercialize technology, offer training, and deliver services for the people of Texas and beyond. Salary: Commensurate with experience. Job Description Summary: This position requires experience in Texas budget process with special emphasis in higher education finance. Must have experience in funding issues and methodologies of higher education academic, health related and land-grant agencies. Proven knowledge of legislative process and budget procedures.

Requirements

  • Masters of Public Affairs (MPA) degree or equivalency to degree.
  • 10 years of experience of higher education appropriations related work.
  • Experience with financial modeling.
  • Experience serving on Texas Higher Education Coordinating Board committees.
  • Proven ability to work collaboratively with higher education governmental relations and financial officials.
  • Knowledge/experience with higher education funding formulas, including general academics, health related institutions, and HEGI
  • Knowledge/experience developing and reviewing Legislative Appropriations Requests (LARs)
  • Knowledge/experience with higher education specific funds, including Permanent University Fund (PUF), Texas University Fund (TUF), and Higher Education Funding (HEF).
  • Ability to multi-task and work cooperatively with others.

Responsibilities

  • Prepare recommendations, analyses, reports, impact statements and proposals that address the current and future budgeting and fiscal policy needs of The Texas A&M University System (TAMUS) and Texas higher education;
  • Maintain in-depth knowledge and information on TAMUS institutions' needs and performance with respect to legislative and executive agencies' priorities and expectations, especially as they relate to appropriations;
  • Prepare Testimony and presentations for the Chancellor, Vice Chancellors' and others as required;
  • In cooperation with the System Budget office, advise and counsel the institutions of TAMUS with respect to preparing appropriations requests and presentations for the Legislature and the Governor;
  • Maintain user familiarity with information systems that relate to the funding and performance of higher education, including such services as the following: general academic, health related and A&M System research and service agencies' funding methodologies; THECB CBM reporting, accountability system and other data systems; US Department of Education IPEDS System; ABEST; higher education related data and reports of state agencies with which TAM US institutions interact; data systems and reports of higher education organizations such as TASCUBO, MACUBO, ACE, NASULGC, MHE, CASE, etc.; reports of scholarly activities, and; other resources as may be needed.
  • Review and maintain familiarity with other states' trends in funding and performance measurement of higher education, especially institutions and systems of the land-grant tradition;
  • Monitor and participate in the appropriation process as assigned;
  • Perform other duties as assigned by the Vice Chancellor.
