About The Position

Responsible for driving operational excellence and innovation across four departments including Financial Accounting and Reporting, Budgeting and Financial planning, Treasury, and Financial Services/Bursar. Also responsible for balancing and prioritizing big picture-strategic thinking with a focus on accuracy, details and deadlines in a fast-paced environment where daily deliverables may vary from complex, linked spreadsheets to polished presentations or Trustee inquiry responses. Executive level staff at HCC are system-wide leaders that share the responsibility to collaboratively support the one-college vision articulated in our strategic plan – Embracing Houston’s Future – with college strategic priorities as measurable manifestations of our shared Mission, Vision, and Values. Responsible for the design, execution, and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable and compliant with applicable laws, regulations, policies and procedures. Manages Talent Engagement activities for direct reports in regards to: recruiting and selection, hiring and termination, training, development, mentoring, counseling, and performance evaluations.

Requirements

  • Master’s degree required
  • Bachelor's degree plus 6 years directly related government, fund or financial accounting work experience may be considered in lieu of required degree
  • 8 years of supervisory experience in government, fund and/or financial accounting required
  • Valid Texas Driver License

Responsibilities

  • Supervise and mentor staff, ensuring professional development and high performance. Document primary business processes.
  • Oversee financial planning, budgeting, accounting, and reporting for internal, State, and federal agencies and programs. Provide final sign-off on financial statements.
  • Ensure the accuracy and integrity of all financial reports and statements, including tax forms.
  • Oversee internal and external audits, ensuring compliance with all regulatory requirements. Proactively remedy internal control issues to mitigate future audit findings.
  • Develop and implement a comprehensive, multi-year financial model for operating and capital budgets, including unfunded mandates, unforeseen economic changes, and debt projections which, when taken together, support the HCC educational mission. Plan for local property tax rate options for Board of Trustees’ consideration and approval. Arrange for the tax district’s publication of legal notices and arrangements of public hearings, as needed.
  • Analyze market trends weekly and provide guidance as the HCC Investment Officer. Ensure that Treasury staff have standardized processes. Recommend strategies that maximize our return on investments.
  • Lead efforts to identify and implement processes and system improvements that increase customer service levels, direct communications with student account holders, and flexible payment options for students.
  • Proactively identify and assess current and future organizational needs through process analysis, including workflows, in collaboration with senior leadership to maintain and/or improve HCC’s competitive position.
  • Develop and implement policies and procedures to ensure compliance with federal, state, and local laws and regulations and GAAP/GASB.
  • Exhibit strong, time-sensitive customer service in all interactions with leadership, faculty, staff and students such that the finance and administration division is known for its ability to nimbly problem-solve.
  • Perform other duties, tasks and assignments as required.
