About The Position

The Associate, Registrations & Governance assists in the implementation, maintenance and administration of compliance programs. The role supports risk assessments, monitoring, testing and surveillance activities to ensure alignment with regulatory requirements and the BMO Compliance Program. Working closely with business partners and internal stakeholders, the Associate helps identify and mitigate regulatory risks, supports compliance reporting, and contributes to effective compliance oversight.

Requirements

  • Typically 3 to 5 years of relevant experience and a post-secondary degree in a related field of study, or an equivalent combination of education and experience.
  • Proficient knowledge of consumer protection and related marketing and advertising guidelines.
  • Proficient knowledge of a compliance field.
  • Strong knowledge of business operations, procedures and activities involving documented practices.
  • Strong communication, critical thinking, relationship management and project management skills.
  • Technical proficiency gained through education and/or business experience.

Responsibilities

  • Provides advice and guidance to assigned business/group on implementation of solutions to manage regulatory risk based on an understanding of business operations and stakeholder needs.
  • Conducts and/or effectively challenges risk assessments and assists in identifying more effective compliance controls.
  • Performs and/or effectively challenges monitoring and testing activities to ensure regulatory compliance controls are operating and aligned to regulatory requirements.
  • Supports root cause analysis in response to material control failures.
  • Anticipates, identifies and analyses risks and consequences of unaddressed risk factors and compliance gaps, and recommends appropriate controls.
  • Communicates the roles and importance of each of the three lines of defense and proactively identifies regulatory risk.
  • Identifies, assesses, effectively challenges and provides oversight on the satisfactory resolution of issues, including ensuring adequate management remediation plans and validation.
  • Elevates high-profile issues and risk cases to Compliance and business/group management for prompt resolution.
  • Analyzes and reports compliance information to Compliance and business/group management.
  • Accesses, monitors and reports on sensitive Bank, customer, transactional and employee information to ensure compliance with regulatory requirements.
  • Develops and maintains a high level of expertise in regulations, directives and guidance applicable to the supported business groups.
  • Provides input on emerging risks, regulatory developments and interpretation of regulations.
  • Advises first line of defense management and employees on compliance matters.
  • Consults on new products, services and automated systems to assist with incorporating compliance requirements.
  • Assists business group management in communicating and implementing changes to applicable regulatory policies and procedures.
  • Provides regulatory perspective on business group sales and marketing materials.
  • Builds effective professional relationships with business lines, internal and external stakeholders, regulators, examiners and auditors.
  • Represents the business/group Compliance team during internal, external and regulatory audits and examinations.
  • Supports investigations and regulatory inquiries as required.
  • Ascertains training needs and helps develop training based on gaps identified through compliance monitoring and testing.
  • Identifies enhancements to business group compliance tools and processes and communicates them to required stakeholders.
  • Operates effectively within a high-stress environment with constantly changing expectations and regulatory and audit scrutiny.
  • Exercises judgment to identify, diagnose and solve problems within established guidelines.
  • Works independently on a range of complex tasks, including unique situations.
  • Focus is primarily on business/group within BMO and may have a broader, enterprise-wide focus.
  • Broader work or accountabilities may be assigned as needed.
