About The Position

The Associate Manager, Pre-Construction is a national leadership role responsible for managing various cross-functional activities that significantly impact USRC's Real Estate portfolio and growth program. This position is crucial for creating and managing capital budgets for USRC Dialysis capital construction projects. Key responsibilities include overseeing the entire Pre-Construction process, from initial capital budget creation and design review to final budget approval, construction solicitation, bidding, contracting, managing large change orders, and maintaining a historical cost database. The role emphasizes cost containment, balancing quality, price, and service life, while ensuring cost transparency with internal clients and investors. Collaboration with USRC Design and Supply Chain staff is essential to identify cost-saving opportunities.

Requirements

  • Bachelor's Degree in Architecture, Engineering or Construction Management, or accepted equivalent, with a strong focus on Pre-Construction practices.
  • Minimum of 3 years of direct Pre-Construction and construction estimating hands-on experience.
  • Minimum of (3) years Pre-Construction and/or construction estimating experience in a multi-project environment.
  • Thorough familiarity with construction practices, materials, means, methods, and techniques.
  • Basic understanding of Construction Contracts, Insurance and Lien Right Laws and practices.
  • Basic understanding of Safety, Insurance and how they relate to pre-qualification.
  • Possess knowledge of construction management from pre-construction to construction completion.
  • Ability to assist in the implementation of Pre-Construction processes and procedures.
  • Ability to manage administrative personnel.

  • Must display strong working knowledge and discipline in the use of ProCore or equivalent Project Management Information System (PMiS) software, including Contract Management, Change Order Process, RFI Process, Meeting Minutes, Correspondence and Notices, Project Buyout and Budget, Document Control, Bid Module, Drawing, Specifications & Documents Modules, and Directory.
  • Must display strong working knowledge and discipline in the use of Destini Estimator and Data Manager, or equivalent, construction estimating and bid management software, including construction cost database creation and historical cost management, detailed quantity surveys, development of project cost estimates, bid solicitations and evaluations, estimate comparisons, and assembly creation.
  • Must display strong working knowledge and discipline in the use of Excel, including advanced formula & pivot table development.
  • Must display strong working knowledge and discipline in the use of Bluebeam, including Document Editing and Manipulation, Document Security and Verification, Measurement Tools for Takeoffs and Estimates, Revu Essentials, Scale and Calibration, Studio Sessions for Collaborators, Takeoff Data and Industry Workflows, The Markups List and Markup Data, and Working with Markup Tools.
  • Strong ability to create, organize, review, analyze, and interpret Bid Documents, specifications, scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community in a calm and professional manner.
  • Ability to effectively present information to top management, professional Architects, Engineers, municipalities, public groups, and/or a board of directors.

Responsibilities

  • Coordinate cross-departmental processes and facilitate team coordination to maximize growth through cost estimating expertise and efficient use of Capital Expenditures.
  • Coordinate USRC Preconstruction Estimating to balance Design Development with the Cost of project delivery program, encompassing vision, strategy, coordination, implementation, resources, and delivery.
  • Manage and coordinate cross-functional teams to ensure project cost delivery from concept through completion, aiming to meet or beat the estimated budget goal.
  • Review major Change Orders with the Project Management team, particularly those with substantial original budget impact.
  • Maintain knowledge of final cost of delivery and its impact on the cost database, updating it for future project budget development.
  • Measure and estimate the cost impact of new design concepts on project feasibility and financial outcomes relative to the business plan.
  • Improve communication, collaboration, and processes within USRC and across departments; participate in project reporting development.
  • Assist Construction Management staff with budget-related activities and assess the quality of Real Estate Transaction Deals proposed by the Real Estate Transaction Management team.
  • Organize the estimating process using Destini Estimator, Procore, and other industry estimating utilities.
  • Build relationships with Construction Management staff to gain acceptance of Centralized Estimating (CE).
  • Compare cost history of past project categories to produce impact analyses.
  • Coordinate with the team to recommend the best course of action for maintaining project budgets and scope alignment.
  • Prepare detailed cost estimates to challenge solicited pricing.
  • Develop conceptual budgets and detailed take-offs from project inception, adjusting pricing for regional coverage.
  • Review all parallel estimates of projects or direct purchase items for completeness.
  • Review estimates with the Director of Pre-Construction prior to presentation.
  • Present Award Recommendations to the VP, Design and Construction prior to distribution.
  • Update budgets as required to account for design changes and analyze potential proposals during the bidding process.
  • Manage the solicitation of bid documents for generated estimates.
  • Track potential target Projects under consideration.
  • Allocate resources required to expedite timely cost estimates.
  • Post and update all active bids on the Bid Schedule to keep staff informed of upcoming projects and due dates.
  • Provide detailed scope leveling.
  • Manage the bid schedule and update the Pre-Construction Director weekly.
  • Maintain communication with Construction Management staff affected by the Bid Schedule.
  • Access resources and allocate them adequately to cover projects being estimated or items being purchased.
  • Organize the flow of upcoming projects, working with the VP, Design and Construction to allocate resources effectively.
  • Review and defend the summarized budget to the VP, Design and Construction level before release or distribution.
  • Maintain strict confidentiality regarding all Proposal analysis, Direct Purchase quotes, negotiations, or decisions.
  • Identify opportunities within projects to maximize potential.
  • Clarify scope and identify Vendors.
  • Work with the Design team to develop clear details and specifications.
  • Evaluate proposals and break them down for full review with the VP, Design and Construction.
  • Develop conceptual budgets or detailed construction cost estimates for assigned projects.
  • Work with the Preconstruction Director to close buyout.
  • Verify scopes and convey all value engineering concepts to Design.
  • Coordinate hand-off to Construction Management staff.
  • Manage strict utilization of the RFI management during the bid process, monitoring distribution, timeliness of responses, and impact assessment.
  • Incorporate RFIs and Logs into bid record files.
  • Review all Revisions, Addendums and verify distribution, awareness, and comprehension by the estimating team.
  • Coordinate and issue a Standardized bid proposal format to establish a full bid breakdown in Construction Specifications Institute (CSI) format for incoming proposals.
  • Provide detailed bid tabulation comparisons for Preconstruction Director review.
  • Assemble and organize all bid documents for future reference, to be utilized as a basis for project agreements.
  • Organize historical cost and schedule database.
  • Convey Bid Package Scope of work developed by Pre-Construction and ALL post-bid negotiations to the Construction Manager.
  • Scope out all proposals in detail.
  • Review and negotiate the best value on behalf of USRC.
  • Ensure details are incorporated into the draft of the Trade Contract.
  • Utilize competitive bid leverage to negotiate best value pricing.
  • Assess bid documents and advise the Preconstruction Director on Go/No-Go recommendations for using Construction Management direct delivery.
  • Complete risk assessments and update the Preconstruction Director.
  • Identify key Contractor/Developers/Subcontractors/Vendors required to develop a competitive Bid, consulting with Construction Management Staff.
  • Acquire a complete thorough knowledge and understanding of the project site conditions.
  • Develop detailed scopes of work for each CSI division.
  • Become familiar with and advise the Preconstruction Director on schedule requirements, work hour restrictions, special ordinances, unique requirements, and special inspection requirements.
  • Initiate and participate in the project Kick-Off meeting between the Estimating and Construction Management teams to facilitate transition.
  • Update the Preconstruction Director when scheduled.
  • On an as-needed basis, assist the Manager, Construction Accounting to complete a Final Project and Cost Analysis within 30 days of Final Completion of a bid project, reviewing it with the Preconstruction Director.
  • Work with the Construction Manager to access final cost projections, including the impact of change events.
  • Maintain USRC historical database for future reference, backed by actual Job Cost information.
  • Provide leadership and establish/maintain effective working relationships with all involved parties, particularly USRC Operations and the Design and Construction Team.
  • Create and finalize the Contractor or Vendor initial schedule of values (SOV), ensuring consistency with cost estimates and accounting breakdowns.
  • Participate and initiate buyout negotiations of Contract agreements and Vendor commitments related to construction as directed by the Pre-Construction Director.
  • Assist Construction Manager(s) and Technical staff in the buyout process on small/maintenance projects, including recap of bidder scope sheets, monitoring/leading negotiations, and participating in bidder interviews.
  • Bundle building trade packages to utilize volume purchasing potential.
  • Recognize developing problems and take prompt action to mitigate them, alerting the Director of Pre-Construction immediately.
  • Keep the Director of Pre-Construction informed about any issue that has the potential to become a challenge for the USRC Design and Construction Department.
  • Manage allocated resources to the team to best achieve goals within the Pre-Construction department, advising the Director of Pre-Construction if adjustments are needed.
  • Work with Construction Management staff in solicitation, pre-qualification, and selection of sub-contractors, Vendors, and Contractors.
  • Assist in the Development of Standardized Developer/Contractor/Vendor Scopes of Work and transitions into clear contractual agreements using the standard CSI format.
  • Assist in training, support, and guidance of Construction Management staff to ensure comprehension of USRC Construction Project process enhancements.
  • Interface with USRC Operations, Legal, Security, Human Resources, Technical, and Risk Management as needed to ensure compliance.
  • Assist the Director of Pre-Construction with documenting/modifying estimating departmental procedures, Contractor & Vendor evaluations, optimization of Estimating Procedures, and developing/maintaining Estimating Assemblies.
  • Assist in supervision of support personnel (Contracts Admin., Estimating Admin. Assist. and/or Field Techs), if applicable.
  • Work with Manager, Construction Accounting to set up and edit job cost reporting and analysis.
  • Manage confidential information, including personnel, wage, corporate, job cost, and site selection data.
  • Instruct others on the use of Management tools such as Estimating, Critical Path Scheduling (CPM), Document Control & Job Cost Reporting.
