About The Position

As Associate General Counsel, you will render authoritative legal advice on complex issues to all levels of Airports Authority management. Performs detailed legal analysis in a variety of specific assignments, with an emphasis on construction, real property easements, leases and licenses, contracts, environmental laws and regulations, and associated airport-related regulatory matters. Serves in the Office of General Counsel at the Airports Authority’s Headquarters.

Requirements

  • Nine (9) years of progressively responsible experience in the practice of law in the United States.
  • Knowledge of and skill in at least two of the following areas of law: environmental, real property, real estate, construction, public procurement, airport-related regulatory matters, or contracts.
  • Ability to draft and review contracts and procurement documents, and provide legal advice related to contract administration and enforcement.
  • Strong analytical skills to dissect complex legal or transactional documents, identify potential issues, and offer practical and effective solutions.
  • Ability to conduct legal research and draft clear, well-reasoned legal documents.
  • Strong written and oral communication skills, with emphasis on negotiation and persuasive techniques, and experience in effectively communicating with and making presentations to executive management.
  • Skill in using computers and modern office and legal research software.
  • State driver’s license in good standing.
  • Membership in the Virginia Bar or the ability to secure admission within six months of hire, promotion, or placement in the job.

Responsibilities

  • Provides day-to-day legal advice, analysis, and creates documentation regarding Airports Authority policies, regulations, authorities, and orders as they relate to construction, contracts, real property easements, leases and licenses, environmental laws and regulations, and associated airport-related regulatory matters.
  • Negotiates and drafts various legal documents, including leases, licenses, easements, permits, memoranda of understanding, requests for proposals, and contracts.
  • Prepares legal memoranda on issues related to the Airports Authority's activities.
  • Analyzes regulations, policy documents, reports, and correspondence for legal sufficiency and to protect the Airports Authority’s interest.
  • Manages and cooperates with outside counsel representing the interests of the Airports Authority.
  • Supports the Airports Authority staff regarding legal issues arising under easements, leases, licenses, and contracts, including contract administration, enforcement, and resolution of disputes through negotiation, mediation, arbitration, or litigation.
  • Prepares and presents resolutions, memoranda, briefing materials, and other supporting documents relative to various items before the Airports Authority Board of Directors for action.
  • Performs other duties as assigned.
