About The Position

OUC - The Reliable One, an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking a Associate Fuel Portfolio Analyst to join the Fuel Services division. This role will assist with fuel and energy-related reporting, financial analysis and reconciliation, contract administration, scheduling and logistics, and the monitoring of data that supports day-to-day fuel operations. The position offers an opportunity to gain exposure to the energy industry while developing experience across the financial and operational aspects of fuel procurement and portfolio management. The ideal candidate is a detail-oriented and organized professional with strong analytical and communication skills and an interest in building a career within the energy industry. Candidates should be comfortable working with data and Excel, managing multiple priorities and deadlines, and demonstrate a strong desire to learn and grow within the field.

Requirements

• Bachelor’s degree in Engineering, Business Administration, Accounting, Finance or related area of study from an accredited college or university
• Working knowledge of invoice processing, support of business processes, data entry, metrics, and reporting, project support, logistics and purchasing, financial markets, financial data analysis and reporting, monthly status/compliance reports including applicable charts and graphs, budget tracking spreadsheets, financial reports (income statement/balance sheet), various financial publications, intermediate-level math and analytic skills, Software Applications (CC&B, JD Edwards, Hubble).
• Familiarity with utilities industry and operations, applicable invoice, purchasing and reporting software applications, related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws.
• Demonstrate good judgment.
• Capable of working independently as well as within a team environment.
• Strong written, verbal, and interpersonal communications skills.
• Ability to analyze and make decisions using available data.
• Ability to prioritize and coordinate multiple assignments to meet deadlines.
• Ability to develop reports, documents, analyses, manuals, and guides; make arithmetic computations using whole numbers, fractions and decimals; compute rates, ratios, and percentages.
• Ability to understand financial records.
• Ability to understand and apply governmental accounting practices in maintenance of financial records.
• Use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Nice To Haves

• Minimum of six (6) months of experience providing support to business operations including purchasing, logistics, billing, finance, or related field (preferred)
• Experience in the utility industry, preferred
• Special training to be completed within first six (6) months of hire: Ship CSX (railroad scheduling system), Florida Gas Transmission (FGT) natural gas scheduling system)
• Valid Driver’s License

Responsibilities

• Assists with coordinating the trading and scheduling of natural gas for OUC's natural gas generation fleet including reconciliations and reporting.
• Monitor and enter data into database for natural gas and coal.
• Provide routine reports and analyze trends for: Monthly natural gas reconciliation, Monthly coal and natural gas reporting to Accounting Services/Finance; Daily Florida Energy Marketing (FEM) fuel reports, Coal inventory and train status reports, Monthly Resale Sales, Monthly Purchased Power and Transmission, Monthly Minority Plant O&M
• Support the processing of coal trains, tracking tonnage, and providing internal and external reporting.
• Assist in reviewing and coding Fuel, Purchased Power, Minority Plant, and Transmission invoices for payment through Tungsten.
• Prepare commission agenda items for fuel related purchases monthly.
• Compile bids for various coal purchases and Requests for Proposals (RFPs) for the fuels department.
• Assist in preparing coal quality adjustments based on coal analysis of delivered coal.
• Assist in updating train shipment report for external coal analysis company.
• Assist in preparing coal delivered reports for management.
• Prepare bids and arrange diesel fuel orders for OUC-owned power plants as needed.
• Utilize applicable software to complete routine research, financial, and cash flow analysis.
• Prepare routine spreadsheets and reports to support Accounting journal entries.
• Assist in the preparation of monthly and quarterly management reports, including routine budget variance analysis.
• Support the monitoring of regulatory compliance, financial markets, and credit ratings.
• Assist in recording and reconciling financial transactions to the general ledger or subsystems.
• Support routine financial analysis projects.
• Perform callout duties as required due to significant changes in system conditions, including interaction with natural gas market, modifying the daily operation plan, and delivering adjusted fuel consumption forecasts and schedules.
• Perform other duties as assigned.
