About The Position

The State of Connecticut, Department of Developmental Services (DDS) has a vacant Associate Fiscal/Administrative Officer position for the Central Office Fiscal Division located in Hartford, CT. This position will be responsible for the day-to-day oversight of the DDS Collective Bargaining Agreement (CBA) Personal Care Attendant (PCA) Grievance process and EVV program. This includes working on all PCA Grievances and calculations involved, Electronic Visit Verification (EVV) updates and issues, facilitating communication with providers and fiscal intermediaries, and ensuring the DDS EVV systems complies with all federal regulations.

Requirements

  • Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service.
  • Seven (7) years of experience in a combination of fiscal administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one of which must be an accounting, budgeting, or payroll function.
  • One (1) year of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.
  • Considerable knowledge of principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll.
  • Knowledge of grants and contracts preparation and administration.
  • Knowledge of purchasing principles and procedures.
  • Knowledge of payroll practices and procedures.
  • Considerable interpersonal skills.
  • Oral and written communication skills.
  • Considerable ability in preparation and analysis of financial and statistical reports.
  • Ability to understand and apply relevant state and federal laws, statutes and regulations.
  • Ability to utilize EDP systems for financial management.
  • Supervisory ability.

Responsibilities

  • Maintaining fiscal controls by authorizing non-routine expenditures.
  • Managing various phases of the budget process.
  • Making recommendations on policies and standards.
  • Overseeing maintenance of accounting records.
  • Utilizing EDP systems for financial records, reports, and analyses.
  • Overseeing implementation and analysis of financial and administrative EDP applications.
  • Overseeing grant and contract administration.
  • Overseeing payroll.
  • Performing complex purchasing tasks such as preparing specifications, soliciting bids and recommending contract awards.
  • Overseeing leasing functions including negotiating contracts and space requirements.
  • Supervising support services such as stores, inventory, security, mailroom, food service or maintenance.
  • Supervising payroll, purchasing and/or other fiscal and administrative functions.
