Naval Shipboard Missile Systems, a portfolio under the Shipboard Missiles SSBU, is seeking a highly motivated candidate to serve as Associate Director, Production Growth Program Manager (PM) for the Advanced Programs Portfolio. The Production Growth Program Manager will lead strategic capacity expansion across the factory and supply base for Advanced Programs, driving obsolescence mitigation, affordability initiatives, and the integration of new product configurations while ensuring tight integration with executing production efforts. You will be responsible for the oversight for the process innovations tailored to Advanced Programs, ensure continuity of standardized production practices, and develop targeted strategies to optimize current and future production success, ensuring alignment with program-specific goals. Drives cross-functional collaboration to enhance product of future improvements, maintain system integrity, and achieve operational excellence across key production efforts. This position requires proficiency in leading strong cross functional teams, managing a large program, driving communication of project goals/objectives/decisions and delivering results to the team, customers, and business leadership. This is an onsite position at our McKinney, TX facility

Requirements

  • Typically requires a University Degree or equivalent experience and a minimum of 12 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 10 years’ experience
  • Prior experience in Program Management or relevant discipline (Program Management, Project Management, Capture Management, Material Program Management, Cost Account Manager, Integrated Product Team Lead, Engineering, etc)
  • Prior experience in capturing new business/program(s), proposals, and customer engagement
  • Prior experience working with Risk and Opportunity Management, Earned Value Management (EVMS)
  • Prior experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, and/or administrative functions
  • Prior experience working with Microsoft Office Suites (Excel, PowerPoint, etc)
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required on day 1

Nice To Haves

  • Raytheon Program Management Certification Level 4 Certification or ability to obtain within a year
  • Demonstrated program execution experience managing program staffing, assignments and resources
  • Graduate from the Emerging Program Manager Development Program (EPMD)
  • Certified BOE Developer / Approver
  • Experience with IPDS including through engineering development, test and integration phases
  • Working knowledge of contract formation, execution, and management

Responsibilities

  • Drive the operational program cadence within the Advanced Program portfolio.
  • Provide oversight related to capacity increases, obsolescence mitigation, affordability, and new configuration transitions into production.
  • Coordinating efforts across multiple phases of the product lifecycle and aligning interactions between various programs with explicit focus to ensure current and future production requirements will meet customer and business demands.
  • Collaborate closely with development, transition to production, capacity and munitions acceleration teams and organizations
  • Define program tasking/milestones and monitor adherence to program budgets, plans, cost, schedule, and technical performance
  • Manage profit and loss, Annual Operating Plan (AOP) development and execution, and program Estimate at Completions (EACs)
  • Coordinate and align interactions, dependencies, and transactions between customers and other performing parties
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with the customer
  • Support proposal activities in support of on-contract growth and adjacent opportunities supporting the portfolio
  • Travel, up to 20%, to participate in domestic business engagements with customers, partners, and teammates
