About The Position

The Workplace Safety and Insurance Appeals Tribunal (WSIAT) is seeking a highly motivated, experienced IT manager to provide leadership, direction, and expertise in the management and delivery of the WSIAT’s portfolio of IT business application solutions. This hands-on role directs and oversees software development and quality assurance for the Tribunal’s internally developed and externally sourced software applications, using Microsoft-aligned development platforms and frameworks.

Requirements

  • Strategic and operational leadership skills, direction and expertise, in the management and delivery of IT business application solutions, planning, development, and evaluation.
  • Senior I&IT leadership and management skills to develop a strategic IT applications and business solutions vision, incorporating strong understanding of emerging technologies and of the value delivered by competing choices.
  • Hands-on expertise in information systems development and methodologies, application architecture, and systems modernization.
  • Knowledge of business systems analysis, design, implementation, testing, and risk management to direct staff in the development and evaluation of I&IT systems.
  • Knowledge of data and information management practices, processes and enabling technologies.
  • I&IT project management, to manage and ensure integrated, cost-efficient and effective planning and management of concurrent portfolio projects.
  • Knowledge of emerging technologies in modern software environments, including cloud-native platforms, AI-enabled tools, automation, APIs and integration services, low-code capabilities, and secure on-premise and hybrid architectures.
  • Knowledge of public sector vendor management and procurement principles, practices and methods, and management decision making processes.
  • Experience with budget and financial management practices, processes, methods and principles.
  • Knowledge of software tools, legacy and modern development languages and platforms, and database technologies that underpin modern I&IT business solutions.
  • Knowledge of human resources practices, policies and procedures to manage department staff, develop organizational capacity, conduct recruitment, establish performance standards.
  • Demonstrated experience in relevant continuing professional development and education.
  • 7 years of relevant people management and technical experience.
  • Ability to leverage strategic leadership skills to drive major change required for delivering key business solutions priorities for a modern forward-thinking I&IT group.
  • Manage the team by communicating values, strategies, expectations, and promoting an engaged, collaborative and inclusive environment.

  • Effective communications skills to provide specialized technical advice and direction to IT staff to identify solutions to resolve incidents, problems and required enhancements and to explain technical solutions to both technical and non-technical personnel.
  • Written communication skills to prepare reports, briefing notes and papers on the Tribunal’s I&IT systems and services; prepare solution recommendations and business cases.
  • Strong presentation skills with the ability to prepare briefings, and present technical information, to technical and non-technical audiences.
  • Strong consulting and negotiating skills to work effectively in partnership with internal/external users.
  • Exercises tact, discretion and an inclusive mindset during interactions with I&IT colleagues and Tribunal staff.
  • Problem-solving skills to address complex software-related issues, such as application defects, integration challenges, performance concerns, competing business requirements, and modernization decisions, as well as human resource matters involving workload management, staff development, team performance, and change adoption.
  • Critical thinking and decision-making skills for establishing performance standards, and monitoring, evaluating and reporting on progress, taking pre-emptive steps to ensure barriers are removed and progress.
  • Designing and articulating best practices for utilizing the available tools for business analytics and reporting services.
  • Analyzes and evaluates key technical, financial, and business impacts of proposed projects and initiatives on the Tribunal, its relevant parties and the broader OPS.

Responsibilities

  • Provide overall strategic and operational leadership of information technology business solutions for the Tribunal, including planning, development, evaluation, and coordination of all related initiatives.
  • Lead innovation, integration and standardization in the structure and processes relating to IT business solutions that meet the core needs of the Tribunal while maintaining a modern development frameworks and approaches.
  • Utilize judgment and latitude to effectively meet with, and consult extensively with, clients throughout the Tribunal.
  • Own and provide end-to-end support and product management for the Tribunal’s portfolio of business application solutions.
  • Provide application-level support to the Business Intelligence functions that will support and enhance data driven decision making for the Tribunal.
  • Oversee the selection and management of IT application solution service providers optimizing a mix of in-house and outsourced services.
  • Manage a team of union and excluded software developers by providing work guidance, mentorship, and performance management.
