About The Position

The Connecticut General Assembly's Nonpartisan Commission on Racial Equity in Public Health seeks a full-time analyst. Reporting to the Commission’s Executive Director, the analyst will oversee the Racial and Ethnic Impact Statements (REIS) program within the Connecticut General Assembly. REIS is an informational tool for legislators which will project the likely impact of a proposed bill on racial and ethnic disparities (i.e. if the law would widen disparities, narrow disparities, or have no detectable impact on disparities). REIS produced by the analyst will contain policy assessments of proposed bills using extensive knowledge of social determinants of health and racial disparities in Connecticut and nationally.

Requirements

  • Superior writing, research, and analytical skills.
  • Ability to navigate and analyze policy and data including, but not limited to, using population-level and sample-level data from state and federal agencies, and external sources.
  • Demonstrate nonpartisanship; sound judgment; attention to detail; excellent communication and interpersonal skills.
  • Ability to work independently while also being part of a cohesive team.
  • Must be able to work under pressure, produce REIS within a fast turnaround, and work extensive overtime during legislative sessions including nights and weekends.
  • Graduate degree in Public Health, Public Policy, Sociology, or a closely related field.
  • 4+ years of relevant experience including policy and data analysis.
  • Extensive knowledge of racial disparities and social determinants of public health.
  • Experience and/or familiarity with government and legislative process is required.

  • Knowledge of Connecticut’s legislative process is preferred.

Responsibilities

  • Employ rigorous policy research and data analysis skills to produce REIS on proposed bills within the legislative session to assess their projected impact on racial disparities in Connecticut.
  • Track bills within the legislative process, major policy issue areas and committee activities.
  • Complete additional research requests, prepare written and verbal responses to inquiries from legislators, caucus staff, and partners.
  • Build a data library using federal, state, local, and external data sources.
  • Manage workflow and assign work to additional analyst(s).
  • Staff Commission activities and help prepare Commission reports to the legislature.
