The Assistant Chief Nursing Officer (ACNO) is responsible for assisting the Chief Nursing Officer (CNO) in planning, implementing, and evaluating nursing services to ensure the delivery of adequate and competent patient care. In the absence of the CNO, the ACNO assumes responsibility for Nursing Supervisors, Nursing Directors, and Clinical Education. This role functions as an expert nurse, facilitating the development of nursing areas and guiding the provision of nursing care for all patients. The ACNO participates in designing and developing systems compatible with ethical standards, organizational goals, and societal needs. They assist the CNO in developing, maintaining, and evaluating organizational planning systems, and in developing standards of nursing practice and care. The ACNO advocates for processes that allow for creativity in achieving client-centered, cost-effective outcomes and promotes the integration of management theories, research findings, and practice standards. They support staff in developing and maintaining competency, and advocate for the integration of policies into action plans. The ACNO utilizes clinical, human resource, and financial data to facilitate continuity of care and ensures the CNO is informed of critical issues. They provide training and coaching to managers and staff, adhere to facility policies, and serve as a leadership role in shaping healthcare policy. The ACNO provides leadership direction in identifying clinical nursing goals, collaborates with nursing leaders to achieve clinical and administrative goals, and evaluates and revises systems to enhance outcomes. They provide leadership and support to nursing management in critical thinking, conflict management, and problem-solving, and ensure ongoing evaluation and innovation of services. The ACNO supports research, serves as a professional role model and mentor, and collaborates with recruiters on recruitment and retention strategies. They initiate and lead departmental and cross-functional transitions, apply best practices, and promote harmonious relationships. The ACNO systematically evaluates the quality and effectiveness of nursing practice and administration, ensures the viability of performance improvement programs, and identifies key quality indicators. They participate in peer review and interdisciplinary evaluation teams, demonstrate knowledge of JCAHO Standards, State and Federal Regulations, and legal aspects of nursing practice. The ACNO ensures staff function within legal boundaries and that leadership and staff are aware of and comply with current standards, policies, and procedures. They regularly visit nursing units to assess patient care and staff contentment, and evaluate their own performance, seeking feedback and pursuing professional development. The ACNO maintains current knowledge in administrative practice, networks with peers, maintains professional affiliations, and collaborates with various stakeholders, including nursing staff, interdisciplinary teams, executive officers, medical staff, and human resources. They ensure ongoing communication with staff, collaborate with other providers for seamless service delivery, and maintain awareness of community standards. Decisions and actions are based on ethical principles, and the ACNO advocates for recipients of services and personnel. They maintain privacy, confidentiality, and security of data, advocate for organizational adherence to ethical codes, and foster a non-discriminatory climate. The ACNO supports systems for addressing ethical issues and participates in systems for preventing and reporting abuse, patient rights violations, and incompetent, unethical, or illegal practices. They act as the Patient Ombudsman, accept supervisory responsibility for department functions, and promote a hospital-wide leadership image. The ACNO confers with nursing supervisors and directors, follows recruitment and interviewing policies, ensures new employees attend orientation, monitors competency levels, and provides staff development. They conduct monthly staff meetings, submit performance reviews, notify supervisors of disciplinary action, and document all disciplinary actions. The ACNO attends meetings as requested, facilitates revisions of job descriptions, and ensures staff comprehension of policies and procedures. They maintain up-to-date reference materials for staff. The ACNO understands their role in the HICS Structure, has knowledge of the Emergency Code System, and demonstrates required responses. They accept and participate in assigned teams for Hurricane response and serve as a clinical resource. The ACNO participates in interdisciplinary rounds, acts as a preceptor for graduate nursing students, and is responsible for the selection and preparation of educational materials. They assume responsibility for school affiliations and annually review and update the orientation program. The ACNO collaborates with Nursing Directors in developing, monitoring, and revising clinical indicators, particularly in applying statistical tools and analysis.
