About The Position

A.T. Still University (ATSU) is seeking a full-time, exempt, Assistant Vice Chancellor Enrollment Services. This position establishes and achieves measurable goals and objectives for ATSU Enrollment Services congruent with the ATSU strategic plan. The individual is responsible for the knowledge, interpretation, implementation, and evaluation of federal regulations, compliance, and best practices of Enrollment Services collaborating with university departments and academic programs to plan, manage projects, support cross-divisional initiatives and encourage creative and innovative thinking. This position reports to the Vice Chancellor for Student Affairs.

Requirements

Master's degree required. Doctorate degree preferred.
Possess a deep understanding of higher education administration, specifically in the areas of academic records, FERPA, and Title IV compliance with experience at a graduate health professions institution.
Prior experience helpful in an academic department, financial aid, or registrar's office.
Experience implementing and maintaining policies and procedures in accordance with industry best practices, including regulatory and compliance issues related to the Title IV administration.
Extensive experience in project management.
Must have a successful record in the areas of budget management, personnel development, and technology planning/integration.
Skilled in making oral and written presentations through various media to provide information, instructions, and explain subjects of interest.
Perform at an exceptional level in high-pressure situations.
Possess an ability to thrive and succeed in dynamic environments with robust goals for growth.
Strong analytical skills to research and analyze service offerings and make improvement recommendations with a focus on quality, taking pride in all deliverables as a direct reflection of yourself.

Responsibilities

Provides critical oversight for all federal, state, institutional, VA, private and third-party financial aid, including more than $200 million in federal loans, $1.3 million in institutional scholarships, more than $1 million in VA benefits and scholarships and more than $9 million in third party scholarships. University aid types may include: Direct Unsubsidized, Direct Grad PLUS, Health Resources and Services Administration (HRSA)-Primary Care Loans and Loans for Disadvantaged Students, Private Loans, Federal Work-Study program, VA military benefits types (Chapters 30, 31, 32, 33, 35, and 1606), Military Tuition Assistance, Health Professions Scholarship Program, National Health Service Corp, Indian Health Services scholarship, Native Hawaiian Health Scholarship Program, HRSA-Mind the GAP Scholarships, Graduate Health Professions Scholarship (GPS), ATSU endowed scholarships, and external scholarships. Leads the Federal Work-Study team in partnership with ATSU's Human Resources, Finance Office, and Payroll departments who work to improve and grow the Work-Study opportunities at ATSU maintaining compliance requirements for awarding, hiring, community service and reading tutor.
Responsible for registration and grading processes for over 40 unique ATSU program pathways and over 3900 students on three campuses with seven schools residentially and online, including but not limited to: registration, processing grades, performing over 1360 degree audits annually, recording probation statuses, processing student withdrawals, diploma orders, and transcript services for students and alumni.
Provides leadership and staff development for the team of financial aid advisors (including the FA advisor, FA Specialist, and Assistant Director- Enrollment Services) and the Designated School Officials for the Student Exchange and Visitor Program (SEVP) for non-immigrant F1 Visa students, which provide multiple formats for advising appointments for current and prospective students, encouraging the development of meaningful relationships with students.
Closely collaborates with administrators, deans, faculty, admissions, Information Technology Services (ITS), and advisors to facilitate retention of students.
Manages functions of University operations such as the academic calendar, internal and external audits, IPEDS reporting, annual FISAP report, Title IV administration, ATSU University Catalog, Enrollment Services Policy & Procedures Manual required for Title IV compliance.
Oversees office policy and procedure development, makes recommendations and plans for future departmental needs and programs.
Prepares or approves internal and external reports for accreditations, federal agencies, professional associations, and ATSU Board of Trustees. Oversees and interprets ATSU enrollment data, student demographic trends, and student financial aid statistics.
Leads and supports University-wide efforts to secure new funding opportunities and provides compliance oversight in partnership with departments such as Advancement, Sponsored Programs, the Finance Office, and Diversity & Inclusion.
Develops and administers University financial aid and scholarship models, policies, office procedures, and funding programs in accordance with ATSU’s recruitment and retention goals.
Oversees the ATSU Scholarships and Awards Committee.
Provides oversight for all Enrollment Services’ employee recruitment and staff professional development including hiring, supervision, onboarding and ongoing training, identification of appropriate professional development opportunities, and on-going evaluations. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds. Creates and promotes a culture that values and prioritizes high quality service delivery.
Provides direction and leadership for the day-to-day operations of the team with special emphasis on compliance, efficient use of technology, clear communications, student financial literacy, and financial aid planning.
Oversees the ongoing training and development in the areas of: federal financial aid programs, academic records, FERPA, SEVP/SEVIS, VA SCO annual training/credentialing, prepare and manage staff evaluations for direct report staff members, internal office professional development, and annual ATSU Required Employee Education (REE).
As a member of the Enrollment Services leadership team, works to build relationships and partnerships with ITS, including the Chief Information Security Office (CISO), ATSU program personnel, ATSU staff, outside agencies, and vendors.
Oversees the development of the annual Cost of Attendance (COA) for each ATSU program iteration and cohort using national and local data as well as ATSU Dean and program provided feedback.
Monitors Higher Learning Commission (HLC) and programmatic accreditations, state, and federal requirements including U.S. Departments of Education and Veterans Affairs in order to assist ATSU in meeting all compliance standards for the university.
Due to the complexity found within ATSU's health science programs, oversees the compliance of financial aid calendar regulations put in place by the U.S. Department of Education, including oversight for the Student Information System (SIS) configuration to ensure support of the multitude of different processing requirements for Standard Academic Year (SAY) and Borrower Based Academic Year (BBAY) calendars.
Knowledge of U.S. Department of Education Eligibility and Certification Approval Report (ECAR) and Program Participation Agreement (PPA) requirements and oversight for maintaining compliance.
Research, recommend, implement, and evaluate the ATSU Record Retention Policy for both best practices and compliance purposes.
In cooperation with the ATSU Chief Information Security Officer (CISO), General Counsel, and other concerned parties, develop standards for appropriate use of information taking into consideration changing security requirements, privacy needs, regulatory requirements, ethical values, societal expectations, and cultural norms. Directly oversees the U.S. Department of Education’s cyber security policies. Collaborates with cybersecurity personnel on the security risk assessment process to address privacy compliance and risk mitigation with ability to determine whether a security incident violates a privacy principle or legal standard requiring specific legal action. Requires strong knowledge of the Family Educational Rights and Privacy Act (FERPA), Red Flags Rule, General Data Protection Regulation (GDPR), Payment Card Industry (PCI) Standards, and Personally Identifiable Information (PII).
For ongoing software systems maintenance, reviews all upgrade documentation, coordinates the upgrade installation timing and testing plan which requires evening and weekend work.
Oversees the annual SIS system setup to launch application processing which includes coordination of academic program’s curriculum for over 40 unique programs and coordination with University Academic Calendar Committee for term setup encompassing over 75 terms.
Manages and oversees the effective use of the SIS suite of products, primarily Anthology Student, as well as coordinating with any other departments who utilize SIS vendor products that integrate with the SIS, financial aid software suite of products, and catalog software.
Responsible for system access to federal sites such as National Student Loan Database System (NSLDS), Common Origination and Disbursement (COD) system, VAOnce, IPEDS, HRSA. Oversees system provisioning and deprovisioning to external federal sites, as well as internal system integrations and data reporting processes.
Provides leadership and develops appropriate recommendations for the implementation of related technology applications in support of enhanced services offered by Enrollment Services.
Continuous monitoring of state and federal regulatory changes in order to notify the appropriate ATSU administrators and develop an immediate implementation action plan to meet regulations, as required.
Conducts an annual review of U.S. Department of Education regulations to update the Enrollment Services Policies & Procedures Manual if required, review of ATSU Quick Facts, review of Higher Education Act (HEA), Department of Defense (DOD) regulations, VA regulatory updates, and ATSU consumer disclosures for compliance. Additionally, conducts internal reviews of special processes including Return to Title IV aid (RT24), Satisfactory Academic Progress (SAP) and Professional Judgements.
Partners with ATSU Admissions team to provide training for admission counselors on current financial aid processes and programs. Identifies and develops new strategies to enhance the financial information experience for prospective ATSU students provided by ATSU Admissions and to leverage financial aid offers to positively influence accepted student decision making to meet recruitment and retention goals.
Conducts an annual review of the Enrollment Services student communication plan, Enrollment Services public web pages, and Enrollment Services Student/Faculty Support Site.
Annually evaluates the current ATSU debt counseling and financial aid advising offerings, to include researching enhancements to current programs or introducing new programs for possible implementation at ATSU.
Conducts and evaluates research to aid in the planning and development of goal setting and long-range strategic planning for Enrollment Services and ATSU service offerings.
