About The Position

Support the Public Works Director in planning, directing, and supervising operations and maintenance of city infrastructure, with direct oversight of water, sewer, and storm drain systems. Ensure regulatory compliance, efficient service delivery, capital project execution, and effective team leadership.

Requirements

  • Minimum 5 years of progressively responsible experience in public works, utilities, or municipal infrastructure management, including supervision of water, sewer, and stormwater operations.
  • Experience in capital project management, budgeting, regulatory compliance, and contract administration.
  • Thorough knowledge of water distribution, wastewater collection, stormwater management, design standards, and applicable regulations.
  • Strong leadership, supervisory, project management, budgeting, and contract administration skills.
  • Excellent written and verbal communication; ability to work with elected officials, staff, contractors, and the public.
  • Effective problem-solving, decision-making, and emergency response capabilities.
  • Proficiency with Microsoft Office; familiarity with GIS and maintenance management systems.

Nice To Haves

  • Water and or wastewater operator certifications.
  • Experience with SCADA/telemetry, GIS, and asset management software.
  • Previous experience in municipal government or public utilities.

Responsibilities

  • Oversee operations, maintenance, repairs, and emergency response for water distribution, wastewater collection, and storm drain systems.
  • Supervise, mentor, recruit, train, and evaluate public works staff, including operators, technicians, and field crews; enforce safety and performance standards.
  • Coordinate and manage capital improvement projects, including planning, budgeting, design coordination, contract administration, and construction oversight.
  • Ensure compliance with federal, state, and local regulations, permit conditions, and reporting requirements for water quality, discharges, and stormwater.
  • Prepare and manage operating and capital budgets; track expenditures, develop cost estimates, and identify funding opportunities.
  • Develop and update standard operating procedures, emergency response plans, and contingency plans for system failures, flooding, and public health threats.
  • Monitor system performance using data analysis, flow monitoring, and SCADA/telemetry; recommend improvements and upgrades.
  • Serve as liaison with city departments, utility providers, consultants, contractors, regulatory agencies, and the public; respond to inquiries and complaints.
  • Review and approve designs, plans, specifications, and contract documents for water, sewer, and storm drain projects.
  • Maintain safety programs, regulatory training, documentation, and records.
  • Perform other duties as assigned by the Public Works Director.
