About The Position

Under direct supervision of the Public Works Director, this position assists in planning, organizing and directing the operations and staff of the Public Works Department, including road construction and maintenance, solid waste disposal, shop maintenance, and vector control; assist in developing and managing the department budget; develops plans and cost estimates for construction and major maintenance projects; ensures safe operating procedures and compliance with all laws and regulations. The Public Works Deputy Director must have good technical skills to prepare specifications, reports, maps and permits for various agencies. The self-motivated individual will be responsible for the development, organization, tracking, and reporting of internally and externally funded projects. Works with the Department Director and Division Managers to develop, plan and implement project initiatives on time and budget; may require working in the field. This position is an administrative professional with leadership qualities and the analytical discipline to support and ensure adherence with budgetary and compliance requirements for Public Works projects.

Requirements

  • Bachelor’s Degree in Engineering or a related field
  • Ten (10) years of public works construction and/or practical engineering experience.
  • Five (5) years of progressive management experience.
  • A valid New Mexico Professional Engineering license or the ability to acquire within 6 months of hire.
  • Valid State of New Mexico Driver's license or able to obtain within six (6) months of employment.
  • Must be able to obtain an O.S.H.A. 30 hour training certificate within 90 days of hire.
  • Utilize, process, and navigate the County’s electronic ERP system as necessary and appropriate based on the needs and requirements of this position.

Responsibilities

  • Serves as contact person for assigned interaction with a wide variety of regulatory agencies, including New Mexico Department of Transportation, New Mexico Environmental Department, New Mexico State Engineers Office, New Mexico Construction Industries Divisions, Environmental Protection Agencies, O.S.H.A., US Army Corp of Engineers, and others.
  • Understands and applies the Federal Clean Water Act regulations.
  • Provides direct supervision of the Engineering and Traffic Divisions within Public Works and other Divisions as progressively assigned.
  • Serves as project finance manager coordinating and ensuring fiscal responsibilities of State, Federal, and Navajo Nation Tribal funds received for local road and bridge projects.
  • Effectively manages project budgets and provides regular status updates.
  • Assists the Public Works Director in preparing the strategic planning of the department’s goals and objectives, plans, schedules, and annual budgets.
  • Must have time management, organizational, and prioritizing skills to facilitate multiple tasks and projects.
  • Performs title or other real estate document investigation and other related activities to ascertain status of property ownership.
  • Researches the different types of easements and encroachments on roads and other County rights-of-way.
  • Administers permits issued for construction and other related activities within County right-of-ways.
  • Prepares maps, charts and drawings as needed; assists with field surveying and project lay out and Global Positioning System (GPS) work as needed.
  • Responsible for staying up to date with all OSHA requirements as it relates to the department.
  • Establishes and monitors all safety training and compliance to ensure that employees understand and follow all safety rules and regulations.
  • Interacts frequently with the public; provides customer service, researches, and reports and resolves citizen complaints.
  • Provides overall leadership and supervision of the Public Works Department in the absence of the Director.
  • Performs other related duties as assigned.
