About The Position

The purpose of this position is to ensure the provision of safe and adequate roads, engineering, floodplain administration, solid waste disposal sites, maintenance and operation of machinery and equipment, and fuel provision for the County. This position directs Department planning, various divisions, budget, including capital investments, and reporting. The role liaises with outside groups, represents the County's interests at meetings, oversees the construction and maintenance of County roads and landfills. This position ensures all safety policies and procedures are followed.

Requirements

  • Bachelor’s Degree in Civil Engineering, Public Administration or related field; or equivalent combination of education, training, and experience.
  • Ten (10) years or more of varied Public Works experience covering such areas as Engineering, Road Construction and Solid Waste Management, in addition to three (3) years supervisory/management experience.
  • Must possess and maintain a valid Driver’s License.

Responsibilities

  • Directs long-range planning and establishment of goals and objectives.
  • Coordinates, supports and gives direction to each division, as needed.
  • Coordinates work with other Departments and Elected Officials.
  • Represents Department in planning with outside groups and in meetings with city/town, state, and Federal Officials.
  • Directs preparation of budgets and cost estimates; forecasts revenues for divisions and programs.
  • Conducts and/or directs studies and preparation of reports and recommendations.
  • Represents interests of County at meetings and conferences.
  • Performs other job duties as assigned by County Manager and may obtain input from members of the Board of Supervisors to assess needs throughout the County.
  • Performs other duties as assigned.
  • Reviews, approves for submission and presents the Department budget.
  • Initiates, communicates, reviews, approves project resources and communicates results of organizational development, quality assurance and process improvement projects.
  • Provides resource management on projects involving technology, Public Works related capital development, human resources and employee training & development.
  • Trains colleagues, explains County procedures or processes, responds to public inquiries, participates in meetings, gives presentations, moderates gatherings, speaks with the media and negotiates or persuades.
  • Creates or edits documents, internal memos, emails, ordinances, procedures, formal letters, press releases and reports.
  • Interacts extensively with employees, the public, Board of Supervisors, regulatory bodies, and other institutions over the telephone, by email, virtual meetings and/or in person.
  • Continuously (More than 70% but less than 85% in a year) interacts specifically with customers.
  • Regularly assigns work to other employees and supervises related activities.
  • Makes final decisions on hiring employees; scheduling employee work hours; evaluating performance of employees; handling employee grievances; employee training; scheduling employee leave; employee promotions; employee coaching; managing assistants and managing supervisors.
  • Provides recommendations on employee salary increases; employee disciplinary actions and discharging employees.
