About The Position

The NYC Public Housing Preservation Trust Act, signed on June 16, 2022, established the NYC Public Housing Preservation Trust (the Trust). This public benefit corporation is responsible for the renovation and rehabilitation of NYCHA's public housing developments. NYCHA will retain ownership and enter a long-term ground lease with the Trust for Section 8 vouchers. The Assistant Housing Manager will be a NYCHA employee assigned to Nostrand Houses, supporting the Trust's management of the development. Reporting to the Property Manager, this role involves administrative and management duties for NYCHA's housing program under the Trust and the Project-Based Section 8 program, with latitude for independent decision-making.

Requirements

  • A baccalaureate degree from an accredited college, and one year of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing duties such as interviewing applicants, determining eligibility, gathering and evaluating information to resolve complaints, collecting rents, and/or resolving tenant-related problems.
  • A four-year high school diploma or its educational equivalent, and five years of the full-time satisfactory experience described above.
  • A satisfactory equivalent combination of education and experience as described above.
  • Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience.
  • All candidates must have a four-year high school diploma or its educational equivalent.

Responsibilities

  • Assist the Property Manager in the administration of housing operations at Nostrand Houses.
  • Supervise Housing Assistants in performing management and tenancy functions under the Project-Based Section 8 Program, including assisting households with annual recertifications, processing Annual Affidavits of Occupancy, ensuring timely rent collection, initiating legal action for non-payment or lease violations, processing tenant selections and transfers, resolving issues that could jeopardize subsidies, supporting reasonable accommodation fulfillment, managing unsubsidized/unauthorized households, and ensuring tenant ledgers are accurate.
  • Promote positive resident experience by maintaining a professional office environment and ensuring the team assists residents courteously and efficiently with questions, complaints, and service needs.
  • Maintain accurate computer files and documentation according to NYCHA and HUD guidelines and assist with management report preparation.
  • Coordinate with the Design-Builder and Trust team during construction and post-construction phases to minimize resident disruption and ensure service continuity, especially during temporary relocations.
