About The Position

Under the direction of the Facilities Manager, the Assistant Facilities Manager assists in recommending annual and long-range planning for maintenance operations, safety, and the overall quality of Forest Preserves of Cook County (FPCC) facilities. This position assists with overseeing the day-to-day operations and staff assigned to the Facilities division, helping to plan, direct, supervise, and evaluate the work and effectiveness of facilities maintenance operations.

Requirements

  • Must possess a bachelor's degree or higher from an accredited college or university in Facilities Management, Facilities Engineering, Business Management, Property Management or a substantially similar area AND at least 3 years of full-time work experience in general maintenance and repair such as carpentry, electrical, masonry, painting and plumbing work OR a high school diploma or GED AND at least 5 years of full-time work experience in general maintenance and repair such as carpentry, electrical, masonry, painting and plumbing work.
  • Must possess at least 3 years of full-time work experience in a supervisory capacity.
  • Must possess a valid Driver’s License.
  • Operational knowledge of heavy equipment e.g., backhoes, wheel loaders, forklifts, excavators, etc.
  • Experience interacting with contractors and labor unions.
  • Detailed knowledge of repair, maintenance, operational practices, and regulations related to FPCC facilities.
  • Strong computer skills including Microsoft Office (Word, Excel, and PowerPoint) Facilities Management systems, as well as other reporting and analytics tools.
  • Up-to-date knowledge of environmental, health, and safety laws and regulations.
  • Ability to assist directing a full range of maintenance operations on a variety of equipment and vehicles.
  • Ability to read and interpret blueprints and technical drawings.
  • Ability to assist with the prioritization, assignment, supervision, and evaluation of the work assigned to personnel to achieve goals and objectives.
  • Knowledge of disciplinary policies and procedures and the ability to assist with enforce when necessary.
  • Ability to maintain a high level of efficiency and morale while supervising and cooperating with employees.
  • Skill in communicating effectively and tactfully with others both verbally and in writing. Ability to explain services and operations or provide general directions and information to callers and visitors.
  • Ability to respond effectively during emergency situations.

Nice To Haves

  • Possession of at least 1 season of work experience with the FPCC; OR at least 1 season of work experience as a Conservation Corp Crew member; OR at least 1 season of work experience on property of FPCC with partners such as the Chicago Zoological Society, Chicago Botanic Garden, Greencorps Chicago; OR at least 1 season of work experience with other partners such as, Friends of the Forest Preserves or the Student Conservation Association.

Responsibilities

  • Assists with providing direct and indirect supervision over employees.
  • Assists in managing, supervising, and expediting the progress of skilled union trades personnel engaged in installation, maintenance, and repair of facilities throughout the FPCC.
  • Encourages and motivates employees supervised to perform at a consistently high level.
  • Monitors staff to ensure work log records are maintained manually and within the Computer Maintenance Management System (CMMS).
  • Receives reports from field personnel regarding breakdown, failure, or damage of facilities and assists in determining urgency and type of repair needed.
  • Meets and confers with District personnel, outside contractors, vendors, and various State and local agency representatives on department related matters.
  • Assists with staffing recommendations including hiring, performance evaluations, and disciplinary actions.
  • Helps ensure the maintenance, safety, and overall quality of FPCC facilities.
  • Assists in delegating work orders for HVAC, Electrical, Plumbing, Painting, Heavy Equipment and works with vendors on our fuel orders and fueling locations and fire protection systems throughout the District.
  • Assists with managing service contracts and vendors to ensure facility management needs are met.
  • Responds to facility and equipment alarms and system failures when necessary, regardless of time of day, day of the week, or inclement weather conditions.
  • Assists with supervising construction and rehabilitation of buildings, structures, equipment, and landscapes.
  • Helps manage inventory of equipment required for facility maintenance
  • Assists with reviewing documents and work orders to determine the most feasible repair or replacement options.
  • Supports oversight of fuel storage and dispensing systems and related software programs.
  • Supports compliance with green energy and environmental initiatives.
  • Assists with waste, pest control, and pollution abatement programs.
  • Supports special emphasis programs such as the Green Initiative Program, Recycling Program, and Hazardous Waste Materials Program.
  • Assists with recommending disposal of equipment through trade in or salvage.
  • Confers with utility companies regarding energy conservation measures when required.
  • Assists with coordinating Environmental Conservation, Safety, and Sign Programs.
  • Helps prepare budget estimates and scheduling standards for maintenance and repair work.
  • Assists with preparing Requests for Quotations (RFQ), Requests for Proposals (RFP), and Requests for Information (RFI).
  • Assists with preparing status reports of progress and targeted goals.
  • Participates in preventative maintenance planning and compliance monitoring.
  • Reviews work progress to evaluate timeliness, cost effectiveness, and quality.
  • Assists with estimating materials needed for repairs and facility rehabilitation.
  • Supports contract execution including budget monitoring and work schedule tracking.
  • Works with managers and contractors to ensure responsible implementation of workorders.
