About The Position

The Department of Public Health’s (DPH) Bureau of Substance Addiction Services (BSAS) is seeking a dynamic applicant to fill the role of Assistant Director of Recovery Services. The Assistant Director of Recovery Services assists the Director with planning and managing the implementation and oversight of BSAS-funded Recovery Support Services (RSS). This includes the Peer Recovery Support Centers, Peer Workforce Development and Recovery Coaching and other Recovery Services and Supports for individuals in recovery from substance use disorders throughout the Commonwealth. The role will support RSS integration efforts internally and externally. This integration work requires skills to actively build strong collaborations within the Bureau, Department of Public Health, across other EOHHS Departments, with providers, communities, and across systems, to support those incorporating peer and recovery services on related Cross-Bureau teams to provide guidance and expertise to the Bureau on a wide range of related projects and services for individuals in or seeking recovery. This position will work with BSAS Regional Operations to address systems’ gaps, challenges, and trends, including workforce development for providers implementing or expanding peer recovery support services and other non-clinical recovery support programs and initiatives. The Assistant Director will represent BSAS at regional and national events and participate in the planning of Recovery events and conferences. This position will support the development of recovery-related resources for individuals, providers, and other audiences. This position also supports programming, provides content expertise, assists with strategic and operational planning, and assists with coordination for broader projects across service delivery systems. RSS events and site visits occur in different parts of the state and periodically take place in the evening, therefore some travel and flexibility are required. With support and direction from the Director of Recovery Support Services, this position assists with oversight and guidance to BSAS-funded vendors: provides training and technical assistance, conducts on-site inspections, and manages fiscal and contract obligations.

Requirements

  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
  • A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

Nice To Haves

  • Knowledge of and experience with substance use disorder recovery.
  • Awareness of and experience with principles and approaches for racial equity and other focus population health equity.
  • Understanding of and experience with recovery principles and effective approaches to recovery support services, community engagement and partnership.
  • Experience with the substance use prevention, intervention, harm reduction, treatment, and recovery support continuum of care in Massachusetts.
  • Capability to work autonomously as well as collaboratively and to lead, motivate, direct, and supervise personnel, directly and indirectly.
  • Ability to work cooperatively and effectively with diverse populations and groups.
  • Capacity to write concisely to express thoughts clearly and to develop ideas in a logical sequence.
  • Ability to attend meetings as a representative of the Bureau of Substance Addiction Services.
  • Experience in Recovery Support Services preferred.

Responsibilities

  • Assist the Director in overseeing programmatic operations, strategic planning, and implementation for the BSAS Recovery Support Services (RSS) Unit.
  • Support statewide and regional coordination of state-funded recovery support services and peer workforce education, credentialing and service system integration.
  • Manage RSS Unit projects, contracts, and program initiatives, as assigned, and support development and implementation of new service models, programmatic changes, and long-term service improvement strategies based on statewide needs.
  • Develop, improve, and implement internal systems, policies, procedures, and quality improvement practices to ensure recovery services align with emerging best practices, national standards, and data-driven decision-making.
  • Oversee RSS data collection, reporting, performance monitoring, fiscal oversight, contract budgets, compliance, and program outcomes evaluation, as assigned.
  • Oversee technical assistance, training, and capacity-building support for recovery support service providers, including coordinating trainings, monitoring performance measures, conducting site visits, supporting action planning, and ensuring administrative and programmatic compliance.
  • Collaborate with RSS staff, other BSAS units, state agencies, and community providers to support provider capacity building, program implementation, statewide coordination, recovery workforce integration, and services addressing substance use and other addictions.
  • Serve as RSS content expert and represent BSAS RSS at meetings, conferences, webinars, trainings, and public events, as requested.
  • Support and coordinate recovery-related events, conferences, Recovery Month activities, and initiatives that reduce stigma and increase awareness of recovery and recovery support services.
