About The Position

The Assistant Director of Professional Development and Open Enrollment Programs is responsible for the instructional quality, operational effectiveness, financial performance, and strategic and sustainable growth of the organization's open-enrollment professional development portfolio of the Governor’s Center for Management Development (GCMD). The GCMD's mission is to improve organizational effectiveness through the development of leaders and organizations in state agencies and institutes of higher education. Requirements

Bachelor's degree in education, instructional design, organizational development, public administration, business, human resources, communications, or a related field.
Demonstrated experience designing, developing, and delivering professional development or adult education programs in virtual and in-person formats, with a commitment to continuous improvement, accessibility, innovation, and excellence in professional education.
Strong written, verbal, presentation, and interpersonal communication skills.
Ability to manage multiple programs and projects simultaneously, meet established deadlines, and translate emerging workforce development needs into viable training programs.
Five years of management experience working with state government, higher education, or other public-sector organizations.
Relevant education and experience may be substituted as appropriate.

Responsibilities

Provide day-to-day leadership and oversight of the open-enrollment professional development portfolio.
Research workforce, management, leadership, and professional development trends to identify opportunities for new training programs and develop recommendations for the redesign, or discontinuation of programs based on organizational priorities, participant needs, enrollment trends, and program quality.
Review curriculum and program operations and recommend policies, procedures, and process improvements that strengthen program effectiveness, consistency, and participant experience.
Design and develop engaging, relevant, and practical professional development programs for individual contributors, supervisors, managers, and executives.
Monitor participant feedback, program evaluations, learning outcomes, enrollment information, and other indicators of program effectiveness.
Establish and maintain consistent instructional and curriculum quality standards across the open-enrollment portfolio.
Facilitate highly interactive professional development programs in both in-person and virtual environments.
Create a positive, comprehensive, and engaging learning environment that encourages participant interaction, discussion, reflection, application, and skill development.
Use case studies, simulations, small-group exercises, facilitated discussions, individual reflection, problem-solving activities, and other experiential methods to reinforce learning.
Lead the transition and adaptation of appropriate virtual programs for effective in-person delivery, recognizing that successful in-person instruction requires more than replicating a virtual course in a classroom environment.
Support the transition of virtual training delivery from Zoom to Microsoft Teams, including adapting instructional activities, participant engagement strategies, and facilitator practices to the new platform.
Ensure training programs, instructional materials, presentations, activities, and digital resources comply with applicable University, state, and federal accessibility requirements.
Develop and manage budgets for open-enrollment training programs in collaboration with the Director and appropriate administrative staff.
Monitor program revenues, expenditures, enrollment, instructor costs, facility and technology expenses, and other direct and indirect program costs.
Analyze the financial performance of individual courses and the overall open-enrollment portfolio and provide regular updates and recommendations to the Director.
Partner with the Director to identify opportunities to expand professional development services to state agencies, institutions of higher education, and other public-sector organizations.
Participate in client discovery meetings to assess training needs, audiences, desired outcomes, delivery requirements, timelines, and resource considerations.
Prepare and contribute to training proposals, scopes of work, program descriptions, implementation plans, schedules, budgets/cost estimates, and related business development materials.
