About The Position

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled and motivated professional to serve as the Assistant Director of Internal Audit. This position manages, trains, and evaluates the work of senior audit staff. Specific duties primarily include planning, conducting, and coordinating operational reviews of Community Services Boards (CSBs) across the Commonwealth and assisting with Central Office and Facility projects. This position is also responsible for developing audit programs based on the Performance Contract, state and other federal requirements; assisting the Director in developing Internal audit work paper formats, policies, procedures, risk assessments, and multiyear audit plans; managing projects that evaluate the efficiency and effectiveness of agency operations, control environment, and compliance with applicable laws, regulations, and established policies and procedures. In addition, this position reviews the performance of assigned staff and assists staff in determining the scope of planned audits, developing audit reports, and communicating findings and recommendations to management; conducts hotline and internal investigations; and completes other special projects as requested by management. This position is required to travel for audits and special projects to CSBs and DBHDS facilities, including overnight travel. A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required.

Requirements

  • Experience in supervising/leading, managing and reviewing work of audit staff.
  • Experience in managing multiple complex projects concurrently within the allocated project budget hours.
  • Experience in planning, coordinating, and conducting variety of performance and compliance audits.
  • Experience in independently determining the scope and objectives of the projects.
  • Experience in developing audit programs including audit procedures to meet audit objectives.
  • Experience in drafting audit reports and communicating audit findings and recommendations.
  • Experience in conducting hotline projects and/or special investigations.
  • Advanced skills in Excel, including pivot tables to analyze complex data to arrive at logical conclusions and in identifying and proposing solutions to problems.
  • Extensive knowledge of auditing standards, processes, and professional ethics.
  • Excellent written, oral, and interpersonal communication skills.
  • Strong communication skills for interaction with executive leadership, senior management, and external stakeholders.
