About The Position

This is a full-time, exempt, classified, non-bargaining position with benefits and time off, upon meeting eligibility requirements. SUMMARY: This position requires advanced knowledge in the field of Engineering. The Assistant Director of Engineering exercises discretion and judgment in order to assist the Municipal Engineer in the day-to-day administration and supervision of the Engineering Department and to assist with the administration and design of public works projects.

Requirements

  • Bachelor’s degree in Engineering from an ABET certified institution with ability to obtain an Ohio PE license required; and/or eight years of construction experience; or equivalent combination of education and experience including two years of supervisory responsibility.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instruction, general business periodicals, professional journals and technical procedures, or governmental regulations.
  • Ability to write routine reports and correspondence.
  • Ability to communicate effectively with employees, department heads, officials, contractors and the public.
  • Knowledge of ODOT and Federal construction policies, standards, specifications and reporting requirements and ability to apply the same.
  • Experience with general construction practices, methods and procedures.
  • Knowledge of drafting, planning, engineering and surveying principles, and road and bridge construction techniques and equipment.
  • Ability to work with mathematical concepts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of statistics, basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to recognize potentially unsafe conditions and behaviors and correct them in a positive and appropriate manner.
  • Working knowledge of computer system functions, ability to access, input, and retrieve information from a computer.
  • Working knowledge of Microsoft Office/Windows, GIS and AutoCad.
  • Ability to type accurately.
  • Ability to conduct on-site inspections.
  • Knowledge of general office procedures.
  • Ability to plan, organize, assign and direct work on projects and of staff.
  • Ability to handle multiple projects and priorities.
  • Knowledge of reviewing and interpreting maps, drawings and other documentation.
  • Must possess and maintain a valid State of Ohio driver’s license with an acceptable driving record.
  • Maintains safety standards and provides training as needed.
  • Maintains regular and predictable attendance.
  • Maintains professional standards, including attending professional education and training, seminars and workshops; maintains required licenses and certifications.
  • Must be eligible to work in the United States.

Responsibilities

  • Write and review specifications.
  • Prepare plans and details as directed by the Municipal Engineer and/or coordinates with Engineering/Surveying firms for same.
  • Review permits submitted by utilities, developers and residents related to right of way impact and codes through the GovWell System or similar software system maintained by Building Department.
  • Conduct on-site inspections to ensure compliance.
  • Coordinates City inspection personnel and interfaces with outside inspection services and contractors as necessary.
  • Prepare records and assist in the maintenance of departmental records and documents.
  • Responds to inquiries and public record requests.
  • Reviews project plans and existing engineering blueprints to ascertain a complete GIS system.
  • Assist the Municipal Engineer in Storm Water Coordination for OEPA NPDES Phase 2.
  • Assist the Municipal Engineer as Prevailing Wage Coordinator under Ohio Revised Code 4115.071, as pertains to all municipal contracts involving payment of wages to employees.
  • Assist Municipal Engineer with preparing grant applications to fund infrastructure projects and ensures that projects meet criteria for grant received, provides reporting and project management functions related to funding agreements.
  • Assist the Municipal Engineer with supervising Engineering Department staff, monitors and prioritizes work, provides training and support, may assist Municipal Engineer with completing performance evaluations.
  • Prioritize work, assigns tasks, provides direction and ensures compliance, is responsible for the Engineering Department in the absence of the Municipal Engineer.
  • Develop and maintain effective working relationships; resolve complaints; communicate with employees, other City departments, architects, engineers, project managers, contractors, etc. regarding City projects.
  • Prepare for and attend meetings as assigned by Municipal Engineer, which may include City Council, board, commission and committee meetings.
  • Perform Traffic Signal monitoring of computer data and recommends upgrades.
  • Performs other duties as assigned.
