About The Position

This position oversees the Business Services Division managing accounts payable and receivable, contracts administration, ambassador services, facility use and stadium operations. This class works independently; work is performed under the general supervision of the Director of General Services.

Requirements

  • Proficiency in operating computers and standard office equipment, including printers, scanners, and telecommunication devices.
  • Skill in using work‑order management systems to track, update, and coordinate operational tasks.
  • Proficiency in navigating the internet to research information, access systems, and support daily operations.
  • Strong proficiency in Microsoft Office applications for creating documents, spreadsheets, and presentations.
  • Working knowledge of SAP for entering, retrieving, and managing financial or operational data.
  • Analytical skills to analyze programs and processes.
  • Ability to coach staff effectively and skillfully negotiate contracts to support departmental operations.
  • Knowledge of financial accounting principles as well as building systems and maintenance requirements.
  • Knowledge of City and County codes and ordinances, safety regulations, and OSHA rules and regulations.
  • Knowledge of LEED facility cleaning standards, business management systems, and effective planning practices.
  • Requires a bachelor’s degree in business administration, Public Administration and a minimum of eight (8) years of experience in Government, Public Administration, Business Administration
  • Must possess and maintain a valid driver’s license issued by the State of North Carolina and an acceptable driving record.
  • Must possess and maintain commission as a Notary Public in the state of North Carolina.

Responsibilities

  • Oversees the development, administration, and monitoring of the department's operating and capital budgets across multiple program funds; prepares financial analyses, revenue projections, reconciliations, and reports; monitors expenditures; reviews Capital Improvement Program requests; and ensures sound fiscal management and compliance with County financial policies.
  • Reconcile invoices for major and capital contracts, process grants and ensure full compliance with all grantor requirements.
  • Develops and delivers staff training on standard operating procedures (SOPs), updates departmental SOPs as needed.
  • Managing and controlling the department’s operating and capital budgets, preparing financial analyses and reports, and developing annual revenue projections for County buildings.
  • Oversees contract administration including contract implementation, grant compliance, invoice reconciliation, bid proposal coordination, procurement support, and monitoring vendor performance to ensure contractual and financial compliance.
  • Develop analytical reports, processing accounts and billings for the nine program funds, and authorizing refunds, billing adjustments, requisition payments, and invoices.
  • Leads, supervises, and manages assigned staff, including approving personnel actions, timesheets, and leave requests.
  • Develops performance metrics, conducts performance evaluations, updates work plans, and assigns tasks to effectively allocate staff resources and achieve organizational goals.
  • Responsible for accounts payable planning, customer service operations, Managing for Results analysis, and quality control and assurance activities.
  • Monitors invoices and resolves issues related to overpayments, discrepancies, and audit findings.
  • Oversees all financial operations for the divisions, investigates and resolves discrepancies, and provides recommendations and solutions to the Director.
  • In the absence of the Director, the Assistant Director of Business Services is authorized to approve all financial transactions.
  • Reviews requests for Capital Improvement Program (CIP) expenditures for accuracy and provides recommendations to the Director.
  • Manages and oversee operational functions by coordinating workflow assignments and directing the day-to-day operations of the General Services Business Services division.
  • Leads departmental strategic planning initiatives; develops performance measures, operational metrics, and Managing for Results reporting to evaluate organizational effectiveness, improve operational performance, and support County strategic priorities.
  • Establishes and maintains effective working relationships with employees, public officials, vendor representatives, and the general public.
  • Prepares reports, agenda materials, and recommendations for presentation to the Board of County Commissioners, Stadium Authority, County leadership, and other governing bodies; provides technical information and recommendations regarding contracts, budgets, and operational initiatives.
  • Establishes and maintains internal financial controls; monitors compliance with grant requirements, County financial policies, auditing standards, and applicable procurement regulations.
  • Manages operational logistics and cross-divisional support within General Services divisions including Business Services and Stadium Operations.
  • Serves as the department Subject Matter Expert (SME) for enterprise ERP systems, designing and delivering targeted training for General Services staff and optimizing daily system operations.
  • Provides input on the integration between Technical Management Assistance (TMA) and other systems to ensure efficient system functionality and operational alignment.
  • Represents General Services on cross-functional committees and collaborative initiatives to shape departments’ technology workflow strategies.
  • Provides leadership, coaching, performance management, succession planning, workload management, staff development, and cross-training initiatives to build organizational capacity and ensure continuity of operations.
  • Performs related work as assigned.
