About The Position

Administer, direct, and review employee benefit programs, including the District’s self-insured health plan to ensure fiscal stability. Plan and direct selection, implementation, and administration of voluntary employee benefits. Design, evaluate, and modify benefit policies to ensure that programs are current, competitive, and in compliance with legal requirements. Manage the design and development of tools to assist employees in benefits selection. Fulfill reporting requirements of relevant government rules and regulations. Direct preparation and distribution of written and verbal information to inform employees of benefits and workers compensation policies. Chair and coordinate all activities of the District’s Insurance Task Force. Plan, direct, supervise, and coordinate work activities of subordinates and staff. Oversees the administration of retirement, Americans with Disability (ADA), and leave of absence management. Serves as the primary contact for vendors.

Requirements

  • Bachelor’s degree in business administration, risk management, or related field.
  • Six years of experience in employee benefits, workers’ compensation, or property/casualty insurance.
  • Valid Florida driver’s license.
  • Clear and concise verbal, written, and public communication skills.
  • Leadership and strategic thinking skills.
  • Analytical, organizational, and management skills.
  • Knowledge of and ability to interpret and apply federal, state, and local statutes, laws, regulations, rules, policies, procedures, and current research-based best practices governing the functional area of assignment.
  • Knowledge of HIPAA, Public Records, Sunshine Law, FERPA, and other laws/regulations related to student and employee privacy, public information, and records retention.
  • Knowledge of advanced principles and techniques of project management, planning, training, budgeting, and supervision.
  • Ability to analyze data and use data-driven decision making to implement effective programs.
  • Ability to maintain a professional demeanor during stressful and highly visible situations.
  • Ability to motivate, lead, and challenge a diverse team and establish objectives and action plans to achieve District goals.
  • Relevant work experience or education may be substituted to satisfy minimum qualifications.

  • Certified Benefits Professional certification.
