About The Position

Reporting to the Deputy Commissioner for the Division of Aging and Community Support, the Assistant Commissioner of Advocacy Services will serve as a member of the BCHD’s leadership team and will lead the Bureau of Advocacy Services that includes the following programs: Maryland Access Point, State Health Information Program, Senior Medical Patrol, Retired Senior Volunteers and Senior Companion Programs. The Assistant Commissioner will also plan and coordinate the agency’s initiatives designed to address elder abuse, neglect and exploitation.

Requirements

  • Excellent written and verbal communication skills; with proven ability and experience in developing and or interpreting materials on complex health and aging issues for varied audiences.
  • Strong knowledge and understanding of relevant local, state and federal policies that include regulatory laws within the Americans with Disabilities Act of 1990 and compliance with the laws relative to the Older Americans Act (OOA).
  • Ability to work effectively and collaboratively with members of city government, for-profit and non-profit organizations, community leaders, and constituents.
  • Keen understanding of constituent’s issues, as it relates to older adults, caregiving and adults with disabilities, with proven ability to coach staff on complex constituent requests and how to refer to appropriate programs and channels.
  • Have a bachelor’s degree in business administration, Public Administration, Management, or related field from an accredited college or university.
  • Have ten years of progressively increasing responsibilities including 4 years of supervisory experience is required.
  • Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit.
  • Knowledge of the principles and practices of public and business administration and management, including the process of planning, organizing, staffing, directing and controlling.
  • Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information.
  • Knowledge of the basic principles of accounting, budgeting, fiscal controls and statistics.
  • Knowledge of management practices and methods.
  • Ability to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statements.
  • Ability to coordinate the activities of various organizational units.
  • Ability to plan, organize and direct the work of others.
  • Ability to research and write complex narrative and statistical reports.
  • Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
  • Ability to establish and maintain effective working relationships with city officials, community and business groups.

Nice To Haves

  • Master’s degree from an accredited college or university in Public Health, Gerontology, Social Work, Public Policy, or related field.
  • At least five (5) of supervisory experience, in addition to experience managing grants and familiarity with Older American Act funded programs or an equivalent combination of education and experience.
  • Experience in working within governmental entity is preferred.

Responsibilities

  • Develop, enhance and maintain effective strategic community partnerships and public policies that enhances the health and well-being of older residents in Baltimore City, with a focus on those who are vulnerable to abuse, neglect and exploitation.
  • Set strategic objectives and goals for providing services to older individuals with social, economic need and those at risk for institutional placement including low-income, minority older individuals, individuals with limited English proficient and adults with disabilities.
  • Serves as agency lead for responding to constituent service needs of unusual complexity, requiring coordination of services and resources from multiple public and private service agencies.
  • Ensure compliance for all programs and fiscal requirements within the Bureau of Advocacy Services, including, but not limited to all applications for grants, foundation funding, and third-party Medicaid billing for older adult services.
  • Provides direct supervision for a team that includes program managers, information and assistance workers and support staff. Duties include hire, train, evaluate, disciplinary action, and recommendation for the termination of employment and/or contract agreement.
  • Serve on the Agency’s Incident Management Team, during emergencies.
  • Performs other related duties as assigned.
