About The Position

The Asset & Facilities Manager is responsible for protecting and enhancing the physical condition of CVL’s portfolio. This role oversees capital and maintenance project bidding, scope of work development, HUD NSPIRE inspection readiness and compliance. The ideal candidate combines strong technical knowledge of building systems with strong organizational and communication skills.

Requirements

  • 5+ years of experience in multifamily or affordable housing facilities/maintenance, with at least 2 years in a supervisory or portfolio-level role.
  • Demonstrated ability to write scopes of work, solicit bids, and manage contractors through project completion.
  • Working knowledge of residential building systems including HVAC, plumbing, electrical, roofing, and life safety.
  • Strong organizational skills with the ability to manage multiple projects and properties simultaneously.
  • Effective written and verbal communication skills; comfortable presenting to ownership and leadership.
  • Valid driver’s license and willingness to travel across the portfolio.

Nice To Haves

  • Direct experience with HUD NSPIRE inspections (or predecessor REAC/UPCS standards) strongly preferred.
  • EPA 608 Universal, CPO, or other relevant trade certifications.
  • Familiarity with property management software (Yardi, RealPage, or similar) and work order/CMMS platforms.
  • CAMT designation or equivalent maintenance management credential.

Responsibilities

  • Solicit, review, and compare bids from qualified contractors and vendors for capital projects and major repairs.
  • Develop detailed scopes of work that clearly define project deliverables, timelines, materials, and quality standards.
  • Monitor project execution against approved scopes; conduct site visits, punch list reviews, and final signoffs.
  • Maintain a preferred vendor network across trade disciplines (HVAC, plumbing, electrical, roofing, etc.).
  • Serve as the company’s primary point of contact for HUD NSPIRE inspection preparation and coordination.
  • Conduct internal pre-inspections using NSPIRE standards to identify and remediate deficiencies ahead of scheduled inspections.
  • Track and manage all inspection findings to timely resolution; maintain documentation for HUD reporting requirements.
  • Train site staff on NSPIRE standards, common deficiency categories, and unit and common area readiness expectations.
  • Monitor regulatory updates to HUD inspection protocols and update internal checklists and procedures accordingly.
  • Develop and deliver ongoing NSPIRE and other health and safety compliance training programs for maintenance teams across the portfolio.
  • Identify training gaps and coordinate external certifications or trade courses (EPA 608, CPO, OSHA, etc.) as needed or as requested by property management.
  • Implement and oversee preventative maintenance programs for major building systems (HVAC, plumbing, electrical, roofing, elevators, fire/life safety).
  • Partner with property management to prioritize capital needs and support annual budget planning for maintenance and CapEx.
  • Respond to and manage critical facilities issues as requested (water intrusion, mold, major equipment failure, emergency repairs).
  • Support due diligence and property transitions by assessing physical condition and developing remediation plans.
