The Tax Collections team in DCM-DART is seeking an Assessment and Taxation Collection Specialist. They are looking for an exceptional customer service provider who is organized, enjoys complex problem-solving, is skilled at simplifying intricate processes, self-motivated, creative, and ready to develop systems for prioritizing and meeting statutory obligations.

Requirements

  • Equivalent to the completion of the twelfth grade
  • Three years of specialized, increasingly responsible technical, data system and/or office experience in property, assessment and/or taxation, accounting, or closely related field, to include the application of laws, policies and procedures and direct customer service
  • The ability to pass a criminal records check

Nice To Haves

  • Experience in debt collections or municipal tax collections
  • Strong knowledge of Oregon Revised Statutes pertaining to the collection of property tax
  • Additional training in customer service, finance, and/or a closely related field

Responsibilities

  • Collection of delinquent taxes for personal property accounts, including: business and residential personal property, machinery & equipment, and centrally assessed utilities.
  • Perform all mandated functions surrounding personal property collection including: production of Notices of Intent to Warrant, Final Demands, Tax Lien Warrants, and Tax Lien Releases.
  • Conduct investigations to locate debtors, their assets, and/or their property.
  • Perform complex data queries, export, and Word merge processes to establish a caseload, garnishments, demand letters, and a variety of correspondence.
  • Communicate effectively in person, in writing, or over the phone with taxpayers, attorneys, secured creditors, government officials, assessment staff, etc. concerning the status of delinquent tax accounts and the consequences of Tax Lien Warrants.
  • Provide guidance, training, and support to Tax Collection staff regarding the processes and procedures of delinquent personal property tax collection.
