About The Position

The Assessment Coordinator (Grant-Funded) position supports the Office of Title III Program Administration through comprehensive assessment, data analysis, program evaluation, and reporting activities. The goal is to strengthen institutional effectiveness and ensure compliance with federal grant requirements. This role involves coordinating, implementing, and analyzing a program of assessment, evaluation, and impact measurement for all Title III activities at Bowie State University. The Specialist works with the Director of Title III, the Office of Planning, Analysis, and Accountability (OPAA), Activity Directors, and other university stakeholders to collect and analyze data on the impact of Title III funds. Key responsibilities include designing measures of success, collecting data, implementing a cyclical assessment calendar, monitoring programmatic outcomes, ensuring compliance with federal law, collaborating with evaluators, and disseminating findings.

Requirements

  • Knowledge of sampling, survey design, and statistical analysis.
  • Ability to deliver assessment reports across multiple presentation modes — oral, written, and technological.
  • Ability to complete projects on deadline with accuracy and professional quality.
  • Demonstrated success in creative problem-solving and data-driven decision-making.
  • Ability to analyze complex budget data and produce summary reports.
  • Demonstrated proficiency in Microsoft Office Suite and related software applications.
  • Ability to interface effectively with a variety of internal and external stakeholders.
  • Knowledge of federal grant compliance requirements, particularly Title III regulations.
  • Bachelor’s degree in Business Administration, Education, Data Analytics, or a closely related field required.
  • Minimum of three (3) years of experience in a higher education setting or comparable public service environment, with demonstrated expertise in grant or account management, assessment, evaluation methodology, and institutional effectiveness.

Responsibilities

  • Collect, enter, and analyze data on student success, retention, and graduation rates.
  • Gather and evaluate data on academic programs, enrollment trends, and institutional effectiveness.
  • Develop and maintain databases and data management systems for Title III and institutional research.
  • Conduct data entry into the internal budget management system for contractual, travel, and financial documents.
  • Design and conduct research studies that support assessment activities.
  • Conduct student outcomes assessment surveys and analyze results.
  • Produce a data calendar for the unit.
  • Coordinate and oversee Title III assessment efforts in alignment with institutional goals.
  • Develop and implement assessment plans, strategies, and procedures for Title III initiatives.
  • Conduct program reviews and evaluate the effectiveness of Title III activities.
  • Analyze assessment data and produce reports and recommendations for continuous improvement.
  • Assist in coordinating and facilitating external evaluations and site visits.
  • Prepare materials and documentation required for external evaluations and site visits.
  • Implement recommendations and action plans resulting from external evaluations.
  • Implement a program assessment calendar of activities.
  • Provide data-driven insights and recommendations to inform institutional decision-making.
  • Collaborate with departments and committees to align assessment efforts with Title III and university goals.
  • Provide insight into initiatives for annual grant year meetings with the Provost.
  • Assist in creating infrastructure for departments and schools through Title III initiatives.
  • Facilitate the incorporation of assessment outcomes and results into the institutional planning process.
  • Assist in coordinating and managing Title III grant activities and initiatives.
  • Ensure compliance with grant requirements and federal regulations.
  • Prepare and submit required reports and documentation to the Title III Director.
  • Monitor Title III initiatives and evaluate their impact on student success and institutional effectiveness.
  • Provide monitoring and evaluation services for assigned Title III activities.
  • Provide technical assistance for assigned Title III activities.
  • Collaborate with Activity Directors and Points of Contact (POCs) to promote a culture of assessment.
  • Communicate assessment results and recommendations to senior leadership, activity directors, POCs, and the Title III team.
  • Serve as a liaison between Activity Directors and the Title III Director.
  • Represent the institution at conferences, meetings, and professional events.
  • Assist in content creation for masterclasses, workshops, training sessions, and the annual retreat.
  • Assist in expanding the Teams ecosystem by creating new hubs and channels.
  • Serve on standing and ad hoc committees as assigned.
  • Develop and promote indirect and quantitative assessment methodologies, data analysis, and data-driven decision-making.
  • Provide guidance and support to Activity Directors and POCs on assessment practices and strategies.
  • Stay current with best practices and trends in assessment and institutional effectiveness.
  • Participate in professional development opportunities.
  • Participate in developing and implementing policies and procedures related to assessment and institutional effectiveness.
  • Assist with program evaluation and reviews in compliance with university and federal standards.
  • Ensure initiatives’ compliance with the Department of Education, University System of Maryland, Bowie State University, and the Title III department.
  • Perform other tasks and projects as assigned by the Director.
