About The Position

Under the direction of the Cultural Services Division Director, and Community and Economic Development Executive Director, this position manages and administers Ogden City's arts and cultural programs, including public art, arts grants, planning initiatives, community partnerships, and special projects. The position provides leadership and supervision to staff responsible for program delivery and serves as a key liaison between the City, arts organizations, community stakeholders, and funding partners. Evening, weekend, and holiday work may be required.

Requirements

Bachelor's Degree in Arts Administration, or closely related field.
At least 4 years of increasingly responsible experience managing public arts programs, arts grant regranting program administration, grant writing, or similarly complex public programs, including two years of administrative and supervisory responsibility.
Ability to prepare, analyze and administer project budgets.
Possession of, or ability to obtain, a valid Utah driver's license.
Employee will be required to complete NIMS IS100 and IS700 within three months of hire.

Nice To Haves

Financial management background preferred.
Experience with public-sector budgeting, procurement, contracting, and grant administration preferred.
An equivalent combination of the above-stated work experience and education may be considered.

Responsibilities

Oversees staff responsible for planning, implementing, and evaluating citywide arts and cultural programs, services, and initiatives.
Provides management of the Ogden City Arts Advisory Committee.
Management of the City's Public Art Program, including project planning, budgeting, artist selection, contract administration, installation, documentation, and long-term maintenance planning.
Develops and manages Requests for Qualifications (RFQs), Requests for Proposals (RFPs), artist selection processes, and public engagement activities for public art projects.
Serves as project manager for public art initiatives, coordinating with artists, contractors, consultants, City departments, elected officials, and community stakeholders to ensure successful project completion.
Management of the City's arts grant programs, including application development, review processes, funding recommendations, contract administration, reporting requirements, and compliance monitoring.
Researches, develops, and recommends policies, ordinances, and procedures related to arts and cultural programs and presents recommendations to City leadership and the City Council.
Leads the development, implementation, and evaluation of strategic plans, policies, goals, and initiatives that advance the City's Master Plan for Arts and Culture.
Identifies and pursues funding opportunities through grants, sponsorships, partnerships, and other external sources; prepares grant applications, funding requests, and City Council transmittals to support arts and cultural initiatives.
Develops, administers, monitors, and reports on program and project budgets to ensure fiscal accountability and alignment with organizational goals.
Serves as the City's primary liaison to arts organizations, educational institutions, governmental agencies, community groups, funding organizations, and other stakeholders at the local, state, and national levels.
Cultivates partnerships that strengthen Ogden's arts and cultural ecosystem and support community development goals.
Oversees public communications related to arts and cultural programs, including website content, social media, marketing materials, press releases, and public presentations.
Prepares and presents reports, recommendations, and policy proposals to the Mayor, City Council, advisory boards, and other stakeholders.
Ensures compliance with applicable local, state, and federal laws, regulations, policies, and procedures.
Participates in safety and risk management activities and implements measures to reduce organizational liability.
Maintains regular attendance and punctuality.
Works collaboratively with staff, elected officials, community partners, and the public.
Performs other related duties as assigned.
