About The Position

Serves as the Area WIC Services Section Director providing leadership, oversight, direct and indirect supervision, and expertise for the four Local Agency WIC Units. Supervises and directs the four Local Agency WIC Unit Program Managers. Provides strategic leadership and oversight for statewide WIC clinic operations, ensuring efficient and effective service delivery that meets regulatory, programmatic, and clinical standards. Directly supervises the WIC Local Agency Unit Managers and provides indirect leadership to the WIC Leadership Team, and front line service providers. Fosters a positive organizational culture of communication, accountability, and high performance. Applies principles of ethics, diversity, equity, inclusion, and justice to guide program planning, evaluation, and continuous improvement. Collaborates with Local Agency WIC Unit Program Managers to optimize staffing, appointment scheduling, workflow efficiency, and customer service. Supports policy updates, process improvements, and training initiatives to maintain operational excellence. Leads performance management and quality improvement efforts across the state. Monitors program outcomes, service delivery metrics, and clinic performance. Partners with Public Health Nutrition leadership on recruitment, selection, retention, and development of a diverse, inclusive, and competent workforce. Applies principles of project management to plan, execute, and evaluate statewide WIC initiatives that enhance program efficiency, service quality, and health outcomes. Leads cross-functional teams through structured project phases-including initiation, planning, implementation, monitoring, and closure to ensure timely achievement of goals. Employs data-driven, decision-making and stakeholder engagement strategies to align project outcomes with organizational priorities, regulatory requirements, and the DPH Strategic Plan. Promotes continuous improvement by documenting lessons learned, standardizing best practices, and fostering accountability across all levels of the program. Completes employee performance evaluations in accordance with agency guidelines, providing regular feedback and mentoring to build staff competencies and support professional growth. Promotes alignment with the DPH Strategic Plan and contributes to the development, implementation, and monitoring of organizational performance standards. Actively engages in bureau leadership initiatives and communicates key information to the CNS Bureau Director. Serves as a core member of the Bureau Leadership Team, contributing to strategic planning, operational decision-making, and performance accountability across the organization.

Requirements

  • A bachelor's degree and relevant program management experience.
  • A bachelor's degree and seven (7) years of WIC experience with two (2) years' experience in a supervisory role or program management, or a master's degree and five (5) years of WIC experience with two (2) years of experience in a supervisory role or program management.
  • Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.
