About The Position

Estrada Consulting, Inc. is seeking an experienced ArcGIS web application developer to build a public displacement dashboard in a public-sector transit client’s ArcGIS Online environment. The dashboard will present the results of a regional analysis of household moves around transit stations and corridors over a twenty-year period, helping agency staff, partner agencies, and community members understand where displacement pressure is building and what the data shows. The application will use hosted feature layers, ArcGIS Experience Builder, and an ArcGIS StoryMap for key takeaways. The developer will configure and extend the Experience Builder application, create a printable one-pager and accessible data table view, and help ensure the product meets WCAG 2.1 Level AA. The solution must be maintainable by client staff after handoff. All code, configuration, and documentation will be delivered to the client, including a documented ArcGIS API for Python script that client staff can run annually to load new results. The engagement is remote and limited to US-based team members. It is estimated at about 430 hours over five months, roughly 20 hours per week, contingent on contract award. Regular video meetings with the client’s project team, analysis partner, and steering committee are scheduled on Central time. The expected start is early 2027. The hourly rate is $50 to $80, depending on experience. Candidates must consent to a basic background check, and their name and resume summary will be included in ECI’s proposal.

Requirements

  • At least 7 years of experience building web mapping applications, including at least 2 years of hands-on ArcGIS Experience Builder work on applications released to the public.
  • Proficiency with ArcGIS Online, including web maps, hosted feature layers and views, pop-ups and Arcade expressions, charts, filters, and group layers.
  • JavaScript and TypeScript experience with the ArcGIS Maps SDK for JavaScript (4.x), including building or modifying Experience Builder custom widgets.
  • Experience producing ArcGIS StoryMaps or ArcGIS Hub content.
  • Practical experience implementing and testing WCAG 2.1 Level AA for map and chart content.
  • Experience delivering a configured ArcGIS application to a client who maintains it afterward, including documentation and configuration exports.
  • Portfolio of public ArcGIS applications the candidate built, with links or screenshots.
  • Must be US based and able to pass a basic background check.
  • Must consent to a basic background check covering resume accuracy, professional qualifications, identity, and criminal history, as required by the client.

Nice To Haves

  • Experience with ArcGIS Dashboards and Instant Apps in addition to Experience Builder.
  • Experience creating transit, housing, land use, or community development dashboards for a public agency.
  • Charting and data storytelling experience using Chart.js, D3, or the Experience Builder chart widget, including time-series and comparison views.
  • Python experience with the ArcGIS API for Python for data loading and validation.
  • Power BI or Tableau experience.

Responsibilities

  • Build the public dashboard in ArcGIS Experience Builder, including a map with transit lines, control corridors, and station areas colored by a displacement index; year selection and playback across a twenty-year period; corridor phase coloring; and station and corridor detail panels with household flow charts and control comparisons.
  • Configure Experience Builder widgets, including map, filter, chart, table, text, section, and page navigation widgets.
  • Build custom widgets with the ArcGIS Maps SDK for JavaScript when Experience Builder configuration is insufficient.
  • Create the key-takeaways story in ArcGIS StoryMaps or ArcGIS Hub, with three to five findings, charts and map excerpts, definitions, and how-to content that can be embedded in the client’s web pages.
  • Produce a printable one-pager and an accessible data table view of the results.
  • Implement WCAG 2.1 Level AA across the application, including keyboard operation, focus order, color contrast, text alternatives for map and chart content, and screen reader testing.
  • Tune the application for public-use performance through layer views, query limits, caching, and responsive layouts for phone and desktop.
  • Work from wireframes and a requirements traceability register with the business analyst, and address QA defects against the acceptance bar of zero critical or high defects and no more than five low defects at production.
  • Export application configuration, custom widget source, and build steps to the client’s repository.
  • Deliver handoff sessions and a recorded walkthrough for client staff.
